Ranchi Municipal Corporation’s parking rules are facing implementation gaps after commuters reported being charged for short stays despite a provision allowing the first 10 minutes free at designated parking stands. The confusion has been reported across several locations, where approved rates, the free-period rule and contractor details were either missing, poorly displayed or difficult to identify.
RMC operates 54 parking zones across Ranchi. However, signage showing the applicable charges and the conditions for free parking was not visible at several sites, including areas near Birsa Munda Samadhi Sthal, GEL Church Complex, a popular garments store and a mall in Lalpur.
Commuters said the lack of clear information made it difficult to establish whether a parking area was authorised, how much a particular stay should cost or whether a vehicle remained within the 10-minute free period. Jagadish Kumar, a commuter at a mall parking area in Lalpur, said he had not seen a board explaining either the charges or the free-period provision and generally relied on the person collecting the fee to tell him how much to pay.
The problem is not limited to the amount collected. RMC’s parking provisions require contractors to prominently display their name, phone number and other relevant details at the site. Parking personnel are also required to carry identity cards, while designated parking areas must be clearly demarcated. The corporation has said CCTV cameras will be installed at parking locations in the coming period.
Additional municipal commissioner Sanjay Kumar said the rules applied uniformly across the city and warned that action would be taken against violations. “RMC will carry out a crackdown. The compliance rule is the same for everyone, and people should stick to it,” he said.
The unclear boundary between authorised parking and roadside parking has added another layer of uncertainty for motorists. An unnamed challan collector near the Lalpur mall said vehicles parked outside marked areas could also be fined. Under the stated rule, roadside parking would attract a challan, even though commuters may not always be able to distinguish marked parking areas from surrounding road space when signage is absent or not prominently positioned.
The issue places responsibility on both the parking contractors and the municipal corporation. Contractors are expected to display rates and identification details, while RMC is responsible for enforcing the terms under which parking is managed across the 54 zones. Without visible information at the point of payment, motorists have limited ability to verify whether a fee is authorised or whether a free period has been applied correctly.
Transport minister Deepak Birua has separately urged residents to report improper parking on roads. In a post on X, he said complaints from any district could be shared with him and that he would personally look into the matter. RMC’s proposed crackdown, improved signage, contractor compliance and future CCTV installation are now the next stated steps in addressing the parking system’s enforcement and information gaps.
