Pune Transport Strategy Targets Long Term Decongestion
Pune has moved a step closer towards one of its most ambitious urban mobility interventions, with authorities approving a dedicated institutional framework to steer a large-scale underground road network designed to ease chronic congestion across the metropolitan region. The decision marks a significant development in the city’s long-term transport strategy as planners seek solutions to rising traffic volumes, growing commuter demand and mounting pressure on existing road infrastructure. The newly approved Special Purpose Vehicle (SPV) will oversee the planning and implementation of a proposed underground transport corridor spanning approximately 54 kilometres. The initiative forms part of a broader effort to improve mobility across Pune and neighbouring urban centres by creating alternative traffic routes beneath some of the city’s busiest corridors.
Beyond the tunnel network, the SPV is also expected to coordinate progress on major transport infrastructure projects, including strategic road corridors and regional connectivity improvements. Urban development experts view the move as an attempt to bring greater institutional coordination to projects that have historically faced delays due to fragmented planning and multiple administrative stakeholders. The proposed underground road network is being positioned as a long-term response to Pune’s worsening congestion challenges. Rapid urbanisation, expanding residential districts and increasing vehicle ownership have intensified pressure on key transport corridors, often resulting in extended travel times and reduced economic productivity. For businesses and commuters alike, traffic bottlenecks have become a growing concern affecting both quality of life and urban competitiveness.
Officials reviewing the city’s transport agenda have acknowledged that large infrastructure projects require lengthy planning cycles, including engineering assessments, route studies, environmental evaluations and detailed project reports. As a result, authorities are simultaneously exploring measures to maximise the efficiency of existing transport systems while major projects move through the approval and design stages. Transport planners have emphasised the need for stronger integration between municipal bodies, public transport agencies, railway authorities and traffic management departments. Improving last-mile connectivity, expanding public bus services and enhancing links to Metro and rail stations are being considered essential short-term interventions while larger infrastructure works progress. Meanwhile, railway authorities have announced parallel upgrades to Pune’s rail infrastructure, including platform expansion works aimed at increasing passenger handling capacity. As detailed planning advances, the final design, alignment and access points of the underground road network will be determined through technical studies.
