Pune Transit Network Moves Towards Faster Expansion

The Maharashtra government has accelerated plans to advance two major urban mobility initiatives designed to strengthen transport infrastructure across Pune and Pimpri-Chinchwad. The HCMTR Project and the proposed Electric Rapid Transit System (E-RTS) have been placed on a fast-track implementation path, with civic authorities instructed to begin technical assessments, planning exercises and administrative procedures required for project execution. The move comes as the twin cities face mounting pressure from rapid population growth, rising vehicle ownership and increasing commuter demand.

The decision signals renewed focus on developing a more integrated transport network capable of reducing congestion while supporting long-term urban expansion. Officials have been asked to initiate preparatory work without delay so that subsequent approvals and infrastructure development can progress within defined timelines. The HCMTR Project has long been envisioned as a strategic mobility corridor connecting key parts of Pune and Pimpri-Chinchwad through high-capacity road infrastructure integrated with public transport systems. Urban mobility specialists believe that, when combined with an Electric Rapid Transit System, the project could improve travel efficiency by encouraging greater use of sustainable mass transit while reducing dependence on private vehicles.

The proposed E-RTS is expected to complement existing mobility infrastructure by introducing electric-powered public transport solutions that support lower transport emissions and improved operational efficiency. Transport planners note that electrified transit systems align with India’s broader decarbonisation goals by reducing fossil fuel consumption and improving air quality in rapidly growing metropolitan regions. Pune and Pimpri-Chinchwad have witnessed sustained residential, commercial and industrial expansion over the past decade, placing unprecedented pressure on existing transport infrastructure. Congested arterial roads, increasing travel times and fragmented last-mile connectivity continue to affect commuters, businesses and logistics operations. Infrastructure experts argue that expanding public transport capacity alongside strategic road planning offers a more balanced approach than relying solely on road widening to accommodate growing traffic volumes. The integrated planning process is also expected to strengthen connections between metro corridors, bus services and emerging growth centres. Better multimodal integration can improve accessibility for residents, reduce journey times and create more efficient movement of people across employment hubs, educational institutions and industrial clusters. Such connectivity is increasingly viewed as essential for sustaining economic productivity while improving quality of life in expanding urban regions.

Urban planners further emphasise that large-scale mobility investments should be accompanied by pedestrian infrastructure, cycling facilities and transit-oriented development to maximise long-term benefits. Integrating land use with transport planning can reduce urban sprawl, support compact development and create more resilient cities capable of adapting to future mobility demands. Authorities have indicated that the initial phase will focus on completing technical studies, administrative approvals and planning documentation before moving towards implementation. As Pune Metropolitan Region continues its rapid transformation, the HCMTR Project and E-RTS are expected to play a central role in shaping a more connected, sustainable and efficient urban transport ecosystem that supports both economic growth and climate-responsive infrastructure development.
