Pune PMC Slaps Builder With ₹6.43 Crore Road-Digging Penalty

The Pune Municipal Corporation has issued a penalty notice of ₹6,43,73,760 to Vijay Tukaram Raundal of M/s Teerth Developers over the alleged unauthorised excavation of a 1,760-metre stretch of road in Sus for laying an electricity cable to the Teerth Avila residential project.

The action was initiated by the PMC Road Department after the Rayat Swabhimani Sanghatana filed a formal complaint about the excavation. According to the details reported, the developer allegedly dug up the main road and installed the cable without obtaining prior permission from the civic body.

Teerth Developers is constructing the Teerth Avila residential project on Survey Nos. 127/1 and 127/2, along with adjoining land in Sus. The excavation was reportedly carried out to secure an electricity connection for the project.

The penalty has been calculated under the PMC’s road excavation policy, which provides for a charge equivalent to three times the prevailing rate when road digging is carried out without authorisation. Applying that provision, the Road Department issued the penalty notice for ₹6.43 crore.

The case highlights the municipal approval process required before roads are excavated for utility work connected to private developments. Road surfaces, underground services and traffic movement can be affected when cable, pipeline or other utility work is undertaken without coordination with the civic authority.

Following the complaint, the PMC Road Department had issued a notice to the developer seeking an explanation for the alleged unauthorised excavation. According to the information provided, the developer did not submit a response or clarification to that notice.

The supplied report does not state whether the penalty has been paid, whether the excavated road has been restored, or whether the developer has challenged the notice. The next action will depend on the municipal corporation’s follow-up after issuing the penalty demand.
