Pune PMC Shuts Six RMC Plants in Bavdhan Over Missing Permissions

The Pune Municipal Corporation (PMC) has shut six ready-mix concrete (RMC) plants in Bavdhan after finding that they were operating without the required permissions, following complaints from residents about dust pollution and the movement of heavy vehicles in the area.

The municipal action was taken after local residents raised concerns about dust generated during concrete production and the effect of repeated heavy-vehicle movement on traffic conditions. The complaints also focused on the impact of the plants on public health and the surrounding residential area.

According to the report, the shutdown followed sustained follow-up by corporator Kiran Dagde Patil after residents brought the issue to the authorities’ attention. The concerned PMC department subsequently inspected the matter and acted against all six plants.

The plants were found to be operating without necessary permissions, prompting demands for their closure. Their shutdown places the municipal approval process for construction-related production facilities at the centre of the dispute, particularly in areas where industrial or construction activity operates close to residential neighbourhoods.

Ready-mix concrete plants supply concrete to construction sites and typically involve the movement of raw materials and heavy vehicles. In Bavdhan, residents said the activity was generating dust in the surrounding area, while vehicle movement was contributing to local traffic-related problems. The complaints show how construction supply operations can affect neighbourhood conditions beyond individual project sites.

The PMC’s action is expected to provide relief to residents affected by dust pollution and heavy-vehicle movement, although the report does not specify whether the plants will be allowed to resume operations after obtaining permissions or meeting additional requirements. It also does not state whether penalties were imposed or identify the individual operators.

The immediate next step will depend on the municipal department’s follow-up action regarding the six plants and any permissions required for future operations. The shutdown also leaves open questions about how the facilities were able to operate without the necessary approvals and how similar units in other parts of Pune are being monitored.
