Pune Plans Major Water and Flood Resilience Upgrade
Pune is moving towards a ₹2,334-crore infrastructure programme aimed at addressing water supply gaps, sewage management and recurring flood risks across its expanded municipal limits. The Pune Municipal Corporation is seeking market financing for half the project cost, while central support and its own contribution would fund the remainder. The scale of the plan reflects how quickly the city’s boundaries have expanded and the infrastructure deficit that has followed.
Under the proposed financing structure, the Centre would contribute 25% of the project cost and the PMC another 25%, with the remaining 50% raised through market borrowing. The Union government’s Urban Challenge Fund is designed around this model, requiring participating cities to mobilise at least half of project financing from sources such as loans, municipal bonds or public-private partnerships. The first tranche of Pune’s proposal has already moved forward. The Centre approved ₹1,290 crore for water supply and flood mitigation projects in May, including an ₹890-crore scheme for 12 newly merged villages and ₹400 crore for flood-control and stormwater works. The water project is particularly relevant to the city’s peripheral growth. Pune’s municipal footprint expanded substantially over recent decades, bringing former villages into the urban system. Several of these areas have developed faster than their basic networks, leaving gaps in piped water, drainage and sewage infrastructure.
The proposed water works include a 200 million-litre-per-day treatment plant at Khadakwasla, alongside transmission and distribution networks intended to improve supply to the newly incorporated areas. The investment could reduce dependence on fragmented local systems while creating a more integrated urban water network. Flood management is the second major component. The civic body has identified hundreds of vulnerable locations and plans extensive improvements to stormwater channels, culverts and drains. Such measures are increasingly important as dense construction reduces natural surfaces that can absorb rainfall. For Pune, flood resilience will depend not only on larger drains but also on protecting streams, floodplains and other natural water pathways. The longer-term sewage component is equally significant. The proposed ₹1,044-crore programme would expand sewer networks and treatment capacity across several peripheral settlements. The need is substantial: official data released in December 2025 showed Pune generating around 980 million litres of sewage a day against available treatment capacity of 477 MLD at that time.
That gap makes sewage investment more than an infrastructure issue. Untreated wastewater can degrade rivers and groundwater while increasing public-health and environmental risks. Closing the treatment deficit is therefore central to the health of the Mula-Mutha river system and surrounding urban settlements. The financing model also brings a new accountability test. Borrowed money creates a repayment obligation, making project delivery, operating efficiency and long-term maintenance as important as construction itself. For Pune, the success of the Pune water infrastructure plan will ultimately be measured by reliable household supply, cleaner waterways and fewer flood disruptions rather than the amount sanctioned. As the city continues to expand, the Pune water infrastructure programme offers an opportunity to align new development with climate resilience. Protecting natural drainage, improving wastewater treatment and extending reliable services to peripheral communities will determine whether Pune’s next phase of growth is both economically productive and liveable.
