Pune has restarted preparations for its long-delayed High Capacity Mass Transit Route (HCMTR), with the municipal administration beginning the process of appointing technical and land consultants for the ambitious urban mobility project. The move could reshape connectivity across the city by creating a high-capacity transport corridor, while also testing Pune’s ability to deliver large infrastructure projects with environmental and social considerations.
The Pune Municipal Corporation has invited bids for specialised agencies to undertake technical assessments, update project studies, manage land-related processes and complete statutory requirements before construction begins. The initiative follows renewed efforts to accelerate the project, which has remained stalled for more than a decade due to land acquisition challenges, changing infrastructure priorities and regulatory complexities. The Pune HCMTR project was originally planned as an elevated ring corridor of around 36 kilometres but has since been revised to approximately 43 kilometres. The updated alignment includes additional links intended to close connectivity gaps and create a continuous route around key parts of the city.
The proposed corridor will connect important residential and commercial areas, including Bopodi, Aundh, Shivajinagar, Kothrud, Erandwane, Wanowrie, Hadapsar, Mundhwa and Vishrantwadi. Urban mobility experts believe a well-integrated ring transport system can reduce pressure on existing roads by providing alternative movement routes and improving links between different parts of a growing metropolitan region. However, planners caution that large elevated transport projects require careful assessment of environmental impacts, neighbourhood disruption and long-term mobility outcomes. Earlier studies conducted more than a decade ago no longer fully reflect Pune’s current urban form, which has changed significantly with Metro expansion, new residential developments and increased traffic demand. As part of the revised planning process, authorities are updating technical evaluations, environmental assessments and land records. Drone-based surveys are being used to support land verification, while changes in the alignment at several locations aim to reduce acquisition requirements and improve project feasibility.
The Pune HCMTR project is expected to include a six-lane elevated corridor with a dedicated Bus Rapid Transit System (BRTS) component. The design is intended to support faster movement of public transport vehicles and emergency services while reducing congestion on surface roads. Experts suggest that the project’s effectiveness will depend on how well it integrates with existing Metro services, bus networks, pedestrian routes and last-mile connectivity options. The project also highlights the broader challenge facing rapidly expanding Indian cities: balancing infrastructure growth with sustainability and liveability. Transport investments must not only improve travel speeds but also support lower emissions, efficient land use and equitable access to mobility. As Pune moves towards the next stage of planning, the focus will remain on whether execution can match the scale of the vision. Transparent land management, updated environmental safeguards and coordinated urban planning will determine whether the corridor becomes a long-term mobility asset for citizens or another infrastructure plan delayed by implementation hurdles.
