Pune HCMTR Funding Plan Gains State Backing

Pune: Maharashtra has moved to strengthen the governance and financing framework for Pune’s next generation of transport infrastructure, with a high-level state panel directing faster planning, coordinated implementation and innovative funding mechanisms for the city’s proposed High Capacity Mass Transit Route (HCMTR), Ring Road and underground tunnel network. The decisions are expected to influence how Pune accommodates future urban growth while addressing increasing congestion and improving multimodal connectivity.

The review, led by the state’s highest administrative leadership, brought together officials from metropolitan planning agencies, municipal authorities and transport institutions to evaluate progress on three projects that together represent one of the region’s largest mobility investments. Rather than examining each scheme independently, the committee focused on creating an integrated implementation strategy that aligns planning, financing and execution across agencies. A significant outcome of the meeting was the proposal to establish a special purpose vehicle (SPV) dedicated to mobilising financial resources for the city’s major transport projects. Senior civic and metropolitan development officials are expected to participate in the new entity, which would coordinate funding requirements, improve financial planning and streamline project delivery. Infrastructure experts believe such institutional structures can accelerate execution by reducing fragmented decision-making and creating a single platform for investment management.

The committee also examined measures to improve the financial feasibility of the proposed HCMTR project, including facilitating the transfer of government-owned land required along sections of the alignment. Reducing acquisition costs through the strategic use of public land could lower project expenditure while enabling faster implementation of the elevated transit corridors. Attention was equally directed towards the long-pending Pune Ring Road, where authorities emphasised the need to accelerate land acquisition. Urban planners note that completing the peripheral road remains essential for diverting heavy through traffic away from densely populated neighbourhoods, reducing travel delays and supporting more balanced regional development as Pune’s metropolitan footprint expands. The proposed underground road tunnel network also underwent detailed review. Officials indicated that earlier alignment studies would require reassessment before moving ahead, with fresh technical investigations expected to establish the most efficient route. The revised approach is intended to ensure the network responds to present-day traffic patterns, engineering requirements and long-term urban expansion rather than relying on earlier planning assumptions.

Alongside these infrastructure discussions, authorities reviewed the relationship between future town planning schemes and major transport corridors. Experts observed that synchronising land-use planning with transport infrastructure is increasingly important to prevent conflicts over land availability while encouraging transit-oriented urban growth. The HCMTR project is envisioned as the backbone of an integrated mobility network linking Metro corridors, city bus services, the Ring Road and future transport systems into a unified public transport ecosystem. If implemented alongside improved institutional coordination and timely approvals, the combined infrastructure programme could strengthen urban accessibility, improve economic efficiency and support a more sustainable pattern of metropolitan development.
