Pune is preparing a long-term metropolitan development framework that aims to shape the region’s growth over the next two decades, with integrated transport, resilient infrastructure and decentralised economic development emerging as the central priorities. Authorities say the strategy is intended to guide urban expansion across the Pune Metropolitan Region while addressing increasing pressure on mobility, public services and environmental resources.

The Pune Metropolitan Region Development Authority (PMRDA) has initiated work on a comprehensive structural plan expected to be finalised within the next 18 months. Officials indicated that the framework will initially prioritise core infrastructure planning before introducing detailed land-use zoning, allowing essential public investments to align with future urban growth. The proposed Pune Metropolitan Region Plan is expected to focus on expanding transport networks, strengthening water resource management, protecting environmentally sensitive landscapes and improving regional connectivity. Urban planners believe this phased approach could help reduce fragmented development while ensuring that infrastructure keeps pace with population growth rather than reacting to it after expansion occurs. A major component of the strategy is the creation of 18 regional growth centres being developed under state and national planning initiatives. These centres are proposed around Metro corridors and strategically located transport nodes to encourage business activity, employment generation and industrial investment beyond Pune’s traditional urban core. By distributing economic opportunities across multiple locations, planners aim to reduce daily commuting pressures while supporting more balanced metropolitan development.

Officials also highlighted the role of major transport investments in reshaping regional mobility. The ongoing Metro expansion, regional ring road network and the proposed international airport are expected to improve connectivity between emerging residential, commercial and industrial zones. Together, these projects are designed to strengthen economic competitiveness while creating new development corridors across the metropolitan region. Urban development experts note that infrastructure-led planning is increasingly becoming essential for fast-growing cities such as Pune, where rising vehicle ownership, expanding suburbs and increasing demand for housing continue to strain existing civic systems. They argue that coordinated regional planning can help avoid unplanned urban sprawl by integrating transport, utilities, employment hubs and environmental conservation into a single development framework. Environmental safeguards are also expected to form a key part of the Pune Metropolitan Region Plan. Authorities have indicated that hilltops, water bodies and ecologically sensitive areas will receive planning attention during the initial stages, recognising that climate resilience must accompany infrastructure expansion as extreme weather events become more frequent.

The framework is also expected to support sectors including manufacturing, education, healthcare, logistics and tourism by improving access to emerging growth corridors. Better infrastructure and decentralised economic activity could reduce congestion within the city while creating new investment opportunities across surrounding municipalities. As the draft plan moves towards public consultation and final approval, its long-term success will depend on coordinated implementation across multiple agencies, consistent infrastructure financing and effective environmental safeguards. Urban planners say such an integrated strategy could provide Pune with a more resilient roadmap for sustainable metropolitan growth over the coming decades.
