Pune’s recurring monsoon flooding along the Mutha river is exposing a planning problem that has accumulated over decades: the city had a framework for identifying flood-prone land, but its translation into land-use decisions has remained uneven. The consequences are now being felt by residents in neighbourhoods such as Ekta Nagari, where homes and infrastructure sit close to the river’s natural flood pathway.
Flood lines are intended to make that risk visible before construction takes place. In Maharashtra, the system distinguishes between areas exposed to floods of different frequencies. The blue line broadly represents a 25-year flood event, while the red line corresponds to a 100-year event. The distinction is not merely technical: it is meant to guide where development can occur and where the river must retain space. The policy framework dates back to 1989, when the state irrigation administration issued directions concerning restrictions on construction around the blue flood line. Yet Pune’s urban expansion moved rapidly in subsequent decades. Areas that were once peripheral villages were absorbed into the municipal corporation in the 1990s, bringing land-use changes and accelerating development along parts of the Mutha corridor.
The gap between regulation and implementation became particularly visible when flood-line surveys were undertaken. Records indicate that the irrigation authorities handed over red and blue flood-line maps for the Mutha and Mula-Mutha rivers to the civic administration in 2011. The mapping covered the river corridor from Khadakwasla towards Kharadi and was intended to support development planning and disaster management. But mapping alone does not protect a floodplain. Subsequent legal and administrative records show continuing disputes over construction within regulated areas. The National Green Tribunal has also dealt with construction inside the Mutha’s blue-line zone, underscoring that flood-risk regulation has consequences for both property development and public safety. For residents, this creates a difficult distinction between legal property ownership and physical safety. People who purchased homes after receiving planning or construction permissions can still find themselves exposed when the river occupies land that development has progressively encroached upon. That makes flood governance a citizen-protection issue as much as an environmental one.
The larger lesson for Pune’s growth is that flood lines cannot remain static markings on maps. They need to inform development permissions, public infrastructure, property information and emergency planning. A transparent, publicly accessible flood-risk map would also give homebuyers and residents a clearer understanding of the risks attached to land and buildings. As intense rainfall and rapid urbanisation place greater pressure on drainage and river systems, Pune’s challenge is no longer simply where the flood line sits. It is whether planning institutions can consistently respect it while giving existing communities a fair, transparent path towards greater safety and resilience.
