Pune Chandani Chowk Flyover Tender Faces Fresh Delay
Pune: Pune Municipal Corporation has cancelled the tender for the proposed Chandani Chowk–Bhugaon flyover and grade separator, ordering a fresh bidding process after objections were raised over the project’s estimated cost. The decision is likely to push back the construction schedule for a key link between the city and western outskirts, while putting greater focus on cost transparency and project planning.
The proposed work includes a flyover and grade separator along with a 60-metre-wide road connecting Chandani Chowk towards Bhugaon. The corridor is important for commuters travelling between Pune’s western neighbourhoods and rapidly developing areas outside the core city. Any delay could therefore affect traffic management in a zone already experiencing sustained residential and commercial expansion. The tender was withdrawn after questions were raised about the difference between the estimate prepared by the civic body’s estimate committee and the amount included in the bidding documents. An allegation had claimed that the tender value was around ₹45 crore higher than the committee’s estimate. Civic officials, however, have disputed that calculation and said the actual increase was closer to ₹1.5 crore. According to the municipal project department, the original estimate was prepared in December 2025. Changes in material prices and modifications required between the approved design and the work proposed for execution contributed to the revised figure. The explanation highlights a recurring challenge in large public infrastructure projects: estimates can become outdated when procurement follows several months after initial technical assessment.
The decision to cancel and re-tender the project gives the civic administration an opportunity to establish a clearer cost baseline before construction begins. For a major urban corridor, that matters beyond the immediate contract. Cost revisions can influence project timelines, municipal budgets and the sequencing of related road and traffic works. The wider issue is how Pune manages infrastructure in areas where urban growth is moving faster than transport capacity. A flyover can improve vehicle movement at a particular junction, but its long-term value depends on how it connects with public transport, pedestrian routes, cycling infrastructure and surrounding development.
Urban planners say such projects also need to account for future traffic demand rather than simply addressing present congestion. Better integration between road design and land-use planning can reduce the risk of expensive infrastructure becoming inadequate as new housing and commercial activity expands around it. The fresh tender is expected to be issued shortly. The next phase will be closely watched for clarity in cost calculations, competitive bidding and design requirements. For citizens, the priority will be completing the corridor efficiently while ensuring that public money delivers durable, safe and well-integrated infrastructure.
