PMRDA Puts Pune TP Schemes on Hold After Farmer Opposition

Pune Metropolitan Region Development Authority (PMRDA) will recommend cancelling town planning schemes in villages where at least 50% of farmers oppose them and the concerned gram panchayats pass resolutions against the projects, metropolitan commissioner Abhijit Chaudhari said during a meeting with landowners. The decision follows objections from farmers and local representatives in six Maval villages affected by proposed town planning schemes and the 65-metre-wide inner ring road.

Chaudhari said town planning schemes would not be imposed on unwilling landowners. Farmers seeking cancellation can submit signed applications to the authority. PMRDA will then initiate the legal process required to forward a formal cancellation proposal to the state government, he said.

The villages represented at the meeting were Salumbre, Darumbre, Godumbre, Parandwadi, Dhamane and Sangavade. Farmers and gram panchayat representatives raised concerns about the proposed schemes and the land requirements associated with the inner ring road project.

The commissioner also clarified that the inner ring road’s width would remain capped at 65 metres. He said the final alignment had been prepared in accordance with the regional plan and accommodated within the original 110-metre alignment blueprint, meaning that no additional land acquisition would be required beyond the revised alignment.

PMRDA’s final structural plan will officially specify the road width as 65 metres, according to the authority. Once the plan is approved, existing zone certificates that currently mention a 110-metre width will be revised to reflect the updated alignment. The clarification is significant for landowners whose properties and development permissions are assessed using the existing zone certificates.

The authority has promised fair valuation and full cash compensation for land acquired for the project. Chaudhari added that landowners who voluntarily consent to acquisition would be eligible for additional financial compensation. The source report did not specify the compensation rates or the method that will be used to determine the valuation.

The inner ring road is expected to support development in adjoining areas, but PMRDA said the structural plan would first provide a framework for systematic planning in these zones. Detailed proposals for development sectors and urban amenities will be prepared at later stages, Chaudhari said.

The meeting was attended by senior officials from PMRDA, the revenue department, the land records department and the land acquisition office. The immediate next step is for affected landowners and gram panchayats to submit applications and resolutions where they oppose a town planning scheme, after which PMRDA will process any cancellation proposal for consideration by the state government.
