Panipat Thermal Plant Faces Growing Emission Scrutiny

Panipat’s coal-fired power infrastructure is facing renewed scrutiny as its thermal power station continues to operate without the sulphur-control technology required for a high-priority pollution zone. With several units recording SO₂ levels above the permitted threshold, the delay places additional pressure on a city already struggling with severe particulate pollution and raises questions about how environmental compliance is being enforced around the wider Delhi-NCR airshed.

The Panipat Thermal Power Station is classified under Category A, the strictest classification for coal-based plants under the current SO₂ compliance framework. Its units are required to meet the applicable emission standards by December 31, 2027. However, official records show that the plant has yet to commission a flue gas desulphurisation (FGD) system, with the procurement process remaining unresolved after bids were opened. The compliance gap is becoming more significant as emissions from key operating units rise. Data cited in official records shows Unit 6, Unit 7 and Unit 8 exceeding the 600 mg/Nm³ SO₂ standard, with Unit 8 recording a level of 810 mg/Nm³ in the latest available monitoring data. Unit 7 was recorded at 692 mg/Nm³. These figures indicate that the problem is not limited to a future regulatory deadline but already involves measurable non-compliance. Independent emissions analysis has also placed Units 7 and 8 among the larger SO₂ sources within the broader region around Delhi-NCR. That matters because pollution generated beyond city boundaries does not remain confined to the plant site.

For residents across industrial and urban settlements, emissions from large combustion facilities add another layer to an already complex pollution mix involving transport, dust, industry and seasonal sources. Panipat’s own air-quality record underlines the civic stakes. The city has repeatedly recorded particulate concentrations above national ambient standards, making the question of industrial emission control particularly relevant for public health and urban resilience. In such conditions, the effectiveness and speed of pollution-control investments can influence not only local exposure but also the long-term cost of healthcare and environmental management. The wider issue extends beyond one power station. Nationally, FGD installation has progressed slowly, while the regulatory framework has evolved through repeated deadline changes and revised plant classifications. Category A plants, however, remain subject to the December 2027 SO₂ compliance deadline.

For Panipat, the next test is execution. The Panipat Thermal Power Station now needs a transparent, time-bound compliance pathway, backed by publicly accessible emissions data and credible regulatory monitoring. As the region expands economically, cleaner power infrastructure will increasingly be central to protecting the health and liveability of the communities that support that growth.
