Panaji Garbage Collection Contract Extended Despite Council Gap

The Corporation of the City of Panaji has extended its garbage collection contract with FGM Private Ltd for one year until April 2027, approving an expenditure of Rs 4.7 crore for the collection and transportation of wet and dry waste. The extension comes as the CCP council has not convened since May 19, despite the CCP Act requiring a meeting every month.

CCP commissioner Clen Madeira said the rates for collecting and transporting solid waste would remain unchanged during the extended period. The contractor will charge Rs 2,260.8 per tonne for dry waste and Rs 2,674 per tonne for wet waste.

“There shall be no price escalation during the extended period of contract,” Madeira’s proposal stated. The expenditure will be met from the corporation’s funds. The five-year contract was awarded to FGM Private Ltd in December 2020 and expired in April 2026.

The extension has already received approval from the CCP standing committee. The council has also granted administrative approval and expenditure sanction, according to the report. The proposal seeking post-facto approval was moved by the commissioner.

The contract covers the collection and transportation of both wet and dry waste in Panaji. Since the rates are unchanged, the financial impact of the extension will be determined by the volume of waste collected during the additional year, within the approved expenditure of Rs 4.7 crore.

The contract decision has been taken alongside steps to establish ward committees for the capital. Each ward committee is required to meet at least once a month, recommend proposals and verify expenditure on works in its area. The committees can also grant administrative approval and financial sanction for works estimated to cost up to Rs 5 lakh.

The council’s meeting gap and the creation of ward committees place the waste contract within a wider municipal administration process. While the standing committee and council have approved the extension and expenditure, the corporation is also required to maintain regular local oversight of works and spending through its statutory bodies. The extended garbage collection arrangement will remain in force until April 2027.
