Mumbai Railway Capacity Upgrade Enters Final Construction

A critical rail infrastructure project aimed at expanding capacity on Mumbai’s busiest suburban corridor has entered its final construction phase, nearly two decades after receiving approval. The long-awaited Mumbai railway capacity upgrade between Chhatrapati Shivaji Maharaj Terminus (CSMT) and Kurla is expected to improve service reliability, separate suburban and long-distance operations, and strengthen the resilience of the city’s public transport network. Central Railway has initiated the tendering process for the remaining section of track work between Vidyavihar and Parel, marking a significant step towards completing the fifth and sixth railway lines. The contract, valued at approximately ₹27.43 crore, provides a two-year construction timeline and covers the final engineering works required before the new corridor becomes operational.

Originally sanctioned during the 2008–09 financial year, the project was designed to address mounting congestion on one of Mumbai’s most heavily utilised railway corridors. Every day, suburban local trains and long-distance mail and express services share the same tracks, limiting operational flexibility and affecting punctuality during peak hours. Transport planners have long viewed the Mumbai railway capacity upgrade as an essential investment for improving network efficiency rather than simply adding new infrastructure. Dedicated suburban tracks would enable railway authorities to schedule local services more independently, reducing conflicts with intercity operations while creating opportunities to introduce additional suburban services as passenger demand continues to grow. For years, however, the project progressed slowly because of land acquisition challenges, redevelopment of former industrial properties, encroachments and multiple administrative clearances. One of the final obstacles involved the removal of permanent structures in Dadar, an issue that delayed construction despite most engineering works being ready to proceed.

With the required land now available, railway authorities have moved ahead with the remaining civil and track infrastructure works. The selected contractor will undertake rail installation, sleeper placement, ballast distribution, construction of points and crossings, track linking and comprehensive technical testing before commissioning the corridor for commercial operations. Urban mobility specialists note that expanding railway capacity remains one of the most cost-effective strategies for improving sustainable transport in Mumbai. The suburban rail network carries millions of passengers daily, making incremental infrastructure upgrades critical for reducing overcrowding, improving operational resilience and encouraging greater reliance on public transport instead of private vehicles. The project also complements wider investments in Mumbai’s transport ecosystem, including Metro expansion, station redevelopment and multimodal integration. Better segregation of train movements can enhance timetable reliability while supporting future increases in suburban train frequency without requiring major operational compromises.

As Mumbai continues to expand both economically and geographically, transport experts believe infrastructure projects that improve existing rail corridors will play an increasingly important role in delivering low-carbon urban mobility. Completion of the fifth and sixth lines is expected to strengthen one of the city’s most vital transport arteries, offering commuters a more dependable railway system while supporting long-term metropolitan growth.
