Mumbai Parking Infrastructure Set For Major Expansion
Mumbai is preparing a citywide expansion of its public parking network through the proposed construction of an underground parking project in each of its 27 administrative wards. The initiative seeks to address mounting pressure from rising vehicle ownership while reducing roadside parking that increasingly restricts traffic movement, pedestrian access and emergency response across India’s commercial capital. The proposal involves developing underground parking facilities beneath selected public open spaces, including gardens and playgrounds, allowing the city to increase parking capacity without requiring large-scale land acquisition. Local elected representatives have been asked to identify suitable locations within their respective wards as planning advances for the next phase of implementation.
The move reflects the scale of Mumbai’s parking challenge. With more than five million registered vehicles and hundreds of new registrations recorded every day, road infrastructure has struggled to accommodate growing demand. Limited off-street parking has contributed to widespread kerbside parking, reducing effective carriageway width, slowing traffic flow and placing additional pressure on already congested transport corridors. The underground parking project forms part of a broader urban infrastructure strategy outlined in the municipal budget for 2026–27, where funding has been earmarked to strengthen public parking facilities. Officials have indicated that constructing parking below existing civic amenities could help preserve scarce surface land while improving the efficiency of urban space in one of the world’s most densely developed metropolitan regions. Urban mobility specialists note that structured parking can improve traffic circulation by reducing illegal roadside parking, particularly in commercial districts and mixed-use neighbourhoods. However, they also argue that parking investments should be integrated with wider transport planning, including public transport expansion, pedestrian infrastructure, cycling networks and transit-oriented development to avoid encouraging greater dependence on private vehicles.
The proposal builds upon several parking infrastructure projects already underway across Mumbai. Redevelopment has commenced on a large public parking facility in Dadar, while an automated underground parking system is under construction in the city’s historic business district. Additional underground parking facilities have also been completed along the Coastal Road corridor, with another high-capacity facility currently under development near Haji Ali. These projects illustrate a gradual shift towards multi-level and technology-enabled parking systems capable of accommodating more vehicles within constrained urban land. Automated retrieval systems, underground construction and integrated design are increasingly being adopted as cities seek to maximise land efficiency while preserving public spaces above ground. Despite these developments, urban planners caution that parking infrastructure alone cannot resolve long-term congestion challenges. Effective demand management, stronger public transport connectivity, improved last-mile mobility and balanced land-use planning remain essential components of sustainable urban transport policy.
As the city advances the underground parking project, its long-term success will depend on whether new facilities improve mobility without diminishing valuable public open spaces or encouraging unsustainable vehicle growth. Achieving that balance will be critical to creating a transport network that supports both economic activity and a more liveable urban environment.
