Mumbai is moving closer to diversifying its drinking water sources as the city targets completion of the Manori desalination project within the next four years, a development expected to add 200 million litres of potable water to the municipal network each day. The initiative marks a significant shift in the city’s long-term water strategy as recurring climate variability and rising urban demand place increasing pressure on reservoir-dependent supplies. The Maharashtra government informed the Legislative Assembly that the project is scheduled for completion within four years, positioning desalination as a complementary source of drinking water alongside Mumbai’s existing lake system. Once operational, the facility is expected to contribute 200 million litres per day (MLD), helping narrow the widening gap between water demand generated by population growth and the city’s available supply.

Mumbai currently relies predominantly on reservoirs located outside the metropolitan region, making the city’s water security closely tied to annual monsoon performance. In recent years, fluctuating rainfall patterns, delayed reservoir replenishment and increasing consumption have intensified concerns over long-term supply resilience. Against this backdrop, the Manori desalination project represents an effort to reduce dependence on seasonal freshwater sources while strengthening supply reliability during periods of water stress. The issue gained attention during discussions in the state legislature, where concerns were raised regarding both the construction timeline and the potential impact of desalination on household water charges. While the government confirmed the expected completion period, officials did not indicate any immediate revisions to consumer tariffs linked to the project, suggesting that further policy decisions will likely emerge as implementation progresses.

Urban infrastructure specialists view desalination as an increasingly relevant component of water planning for coastal megacities facing rapid population growth and climate uncertainty. However, they also caution that desalination should complement rather than replace investments in demand management, leak reduction, wastewater recycling and rainwater harvesting. These measures remain essential for creating a diversified and environmentally sustainable urban water system. The project also reflects a broader evolution in infrastructure planning, where cities are expanding beyond traditional reservoir-based supply models to improve resilience against prolonged droughts and unpredictable weather patterns. As Mumbai continues to witness sustained urban expansion and rising residential as well as commercial demand, alternative water sources are becoming integral to future planning decisions. Environmental experts have consistently highlighted that desalination projects require careful management of energy consumption and marine discharge to minimise ecological impacts. Integrating renewable energy, efficient treatment technologies and stringent environmental monitoring will therefore be critical to ensuring the project contributes to both water security and climate objectives.

As work progresses over the coming years, the success of the Manori desalination project will be measured not only by additional water availability but also by its ability to support a resilient, equitable and sustainable urban water network capable of meeting Mumbai’s long-term development needs.
