Mumbai is moving to close a long-standing gap between mass transit and its waterfront with a ₹702.4 crore underground pedestrian connection from the Science Centre Metro 3 station to the Worli Promenade. The project will run through the Mahalaxmi Racecourse area and is intended to provide a safer, weather-protected route between the Metro network, public spaces and the coast. The proposed corridor is part of a broader push to make Metro Line 3 more closely integrated with destinations around its stations. Earlier planning for the Science Centre area identified underground pedestrian connections towards the Worli promenade and Nehru Planetarium, alongside other Metro 3 access projects. The latest proposal places the civic body in the role of principal funder, while the Mumbai Metro Rail Corporation Limited is expected to execute the works.
For pedestrians, the significance extends beyond reducing walking distance. The route is expected to separate people from busy surface traffic while providing protection from Mumbai’s intense heat and monsoon conditions. Lifts, escalators, lighting, ventilation, surveillance and fire-safety infrastructure are planned as part of the facility, making universal accessibility an important test of the project’s eventual design. The financial structure also makes the Mumbai Metro Link a substantial civic infrastructure commitment. The ₹702.4 crore allocation is not expected to be released in a single payment. Funding is structured around an initial advance and subsequent disbursements linked to design, approvals, contracting and measurable construction progress. Such milestone-based financing can limit exposure to stalled work, but the final value for taxpayers will depend on construction discipline, procurement and long-term maintenance.
Urban planners say the investment needs to be assessed as part of the wider transport network rather than as an isolated pedestrian tunnel. A high-quality connection can encourage Metro users to walk to the waterfront instead of relying on short car or taxi trips. That could strengthen the public-transport value of the surrounding precinct while reducing pedestrian conflicts on already busy roads. There is also a broader land-use question. Metro Line 3’s pedestrian connections are being developed alongside Mumbai’s transit-oriented development framework, which seeks stronger physical integration between stations and surrounding properties. Earlier plans indicated that underground access could form part of a wider network linking transport hubs, workplaces and public destinations.
The Mumbai Metro Link will therefore be judged not simply by whether the tunnel is completed, but by how effectively it connects people to public spaces. Clear signage, accessibility, ventilation, emergency response, maintenance and safe approaches at both ends will determine whether the investment becomes a practical everyday mobility asset.
