Mumbai Hawker Records Move Into Digital Verification
Mumbai’s long-delayed effort to bring street vending into a verifiable digital framework is moving ahead, with the BMC issuing QR code-enabled identity cards to thousands of surveyed hawkers. The exercise covers 99,435 vendors identified in an earlier civic survey and is intended to make it easier to distinguish documented vendors from unauthorised operators while giving the city a more reliable database of street activity. The rollout follows a Bombay High Court direction issued in May requiring the Maharashtra government and BMC to provide smart or chip-based cards carrying QR codes to the surveyed hawkers. The court also made clear that receiving an identity card does not by itself establish final eligibility to vend. That determination is to be made separately under the applicable legal framework.
The scale of the exercise makes it a significant administrative undertaking. The civic proposal places the card-production cost at ₹168 per card, while the total expenditure under consideration is around ₹1.75 crore. With the exercise extending to nearly one lakh records, the larger challenge is not printing the cards but ensuring that the information behind each QR code remains accurate and current. That issue has already emerged during verification. A civic review found that 3,167 people listed as authorised hawkers in the 2014 survey had died. The finding highlights how much the city’s vending database has changed since the original survey and why digital identification needs to be accompanied by periodic verification rather than treated as a one-time exercise. The Mumbai QR hawker cards could also alter the way enforcement teams deal with street vending. A scannable record can allow officials to check a vendor’s identity and survey details more quickly than relying on paper documentation. For residents, the potential benefit is clearer accountability when vending obstructs pedestrian movement or occupies space outside permitted areas.
But digital identification cannot resolve the underlying planning problem on its own. Mumbai has limited street space, and hawkers provide essential goods and livelihoods while also competing with pedestrians, traffic and other public uses. Urban planners say the next stage must therefore connect verified identities with clearly defined vending locations, pedestrian requirements and transparent enforcement. The Town Vending Committee will have an important role in determining how the system translates into actual vending zones and eligibility. The court has also directed the BMC to establish mechanisms through which citizens can report illegal hawking, adding a public-accountability layer to the identification process.
For Mumbai, the success of the Mumbai QR hawker cards initiative will ultimately depend on what happens after distribution. A dependable database, regularly updated records and clearly planned vending spaces could reduce disputes while protecting legitimate livelihoods. Without those supporting measures, the QR code risks becoming another identification layer without resolving the city’s wider struggle over equitable and accessible public space.
