Construction of Mumbai’s long-planned Goregaon–Mulund Link Road (GMLR) is poised to enter a defining phase as the civic administration prepares to commence underground excavation for the project’s twin tunnels. The development marks a significant step in one of the city’s largest road infrastructure investments, designed to improve east-west connectivity while navigating environmentally sensitive terrain through advanced tunnelling technology. Municipal authorities have completed the installation of the first Tunnel Boring Machine (TBM) at the Goregaon launch site and are awaiting formal clearance to begin excavation. Once operational, the machine will drive the first underground section of the GMLR Tunnel Project, which forms the engineering backbone of the 12.2-kilometre transport corridor linking Goregaon in the western suburbs with Mulund in the east.

The corridor, estimated to cost around ₹14,000 crore, aims to provide a faster connection between the Western Express Highway and the Eastern Express Highway, reducing dependence on existing east-west arterial routes that frequently experience severe congestion. Transport planners believe the project could shorten travel times across northern Mumbai while improving freight movement and regional accessibility. The underground component is particularly significant because it passes beneath ecologically sensitive landscapes, including forested areas, hill formations and the catchment zones of Tulsi and Vihar lakes. Instead of conventional surface excavation, engineers are relying on Tunnel Boring Machines to minimise disruption above ground. These specialised machines gradually excavate rock and soil while simultaneously installing structural tunnel linings, reducing environmental disturbance and limiting impacts on protected landscapes.

The first TBM will excavate the tunnel designated for traffic travelling from Goregaon towards Mulund, while assembly of a second machine is progressing for the parallel carriageway. Together, the machines are expected to construct a substantial portion of the underground alignment, representing one of Mumbai’s most technically demanding tunnelling operations undertaken for urban transport infrastructure. Urban infrastructure experts note that the GMLR Tunnel Project reflects a broader trend towards complex underground construction in land-constrained metropolitan regions. However, they also stress that infrastructure passing beneath environmentally sensitive areas requires continuous geological monitoring, groundwater protection and ecological safeguards throughout construction and operation. Beyond the tunnels, the overall project includes road widening, flyovers, a road-over-bridge and elevated interchanges that will integrate with the wider metropolitan road network. These complementary works are intended to distribute traffic more efficiently while improving access between residential neighbourhoods, employment hubs and industrial zones across the eastern and western suburbs.

While the project promises long-term mobility benefits, urban planners caution that new road infrastructure should be integrated with public transport and sustainable mobility strategies to prevent additional private vehicle dependence. As Mumbai expands its transport network, balancing engineering ambition with environmental stewardship and multimodal planning will remain central to delivering infrastructure that supports both economic growth and climate-resilient urban development.
