Mumbai Desalination Project Reshapes Future Water Security

Facing recurring water shortages and growing climate uncertainty, Mumbai is accelerating plans to diversify its drinking water sources through a large-scale seawater desalination facility at Manori. The project represents a significant shift in the city’s long-term water strategy, reducing its overwhelming dependence on monsoon-fed reservoirs while strengthening resilience against increasingly unpredictable rainfall patterns. Mumbai currently relies almost entirely on seven reservoirs located outside the city for its potable water. However, this year’s delayed monsoon once again exposed the vulnerability of that system. Water reserves declined sharply before seasonal rains arrived, forcing phased supply restrictions across residential, commercial and industrial sectors. The episode highlighted the mounting challenge of securing reliable water for a metropolitan region whose population and economic activity continue to expand.

Against this backdrop, the Mumbai Desalination Project has emerged as one of the city’s most ambitious water infrastructure initiatives. Planned along the Arabian Sea coastline at Manori in the city’s north-western suburbs, the facility is designed to convert seawater into potable water through reverse osmosis technology. The first phase is expected to generate 200 million litres per day (MLD), with total production eventually reaching 400 MLD, creating an alternative water source that is independent of seasonal rainfall. Municipal officials indicate that construction is expected to begin after the monsoon, with the initial phase targeted for completion by 2029. The project has received the required coastal and environmental approvals, subject to compliance with conditions aimed at safeguarding marine ecosystems, mangrove habitats, tidal movement and local fishing communities. Authorities have also been directed to monitor the long-term ecological impact of concentrated brine discharge while integrating renewable energy into plant operations wherever feasible.

Urban water specialists view the Mumbai Desalination Project as a strategic investment in climate adaptation rather than a replacement for conventional reservoirs. While desalination improves supply reliability during drought years, experts note that it remains energy intensive and financially demanding. They argue that long-term water security will require a balanced approach combining desalination with rainwater harvesting, wastewater recycling, leak reduction, watershed conservation and demand-side management. The proposed facility also forms part of a broader programme to expand Mumbai’s water supply network. Alongside desalination, civic authorities are pursuing a new dam project and evaluating an additional desalination plant for the western suburbs, reflecting the city’s effort to build multiple sources of drinking water as climate variability increases.

For India’s financial capital, dependable water infrastructure is becoming as critical as transport and housing. A diversified supply system could improve resilience for households, businesses and essential services, but planners caution that future investments must balance engineering solutions with ecological protection and efficient water use. As extreme weather events become more frequent, the success of Mumbai’s next generation of water infrastructure will depend on integrating environmental safeguards with long-term urban planning rather than relying on a single solution.
