Mumbai Electric Double Decker Expansion Moves Forward
Nearly three years after procurement stalled, Mumbai’s plan to expand its fleet of electric double-decker buses is moving towards revival, with the Brihanmumbai Electric Supply and Transport (BEST) undertaking preparing a revised proposal to unlock the delivery of the remaining vehicles. The development could strengthen the city’s transition towards cleaner public transport while improving passenger capacity on some of its busiest bus corridors. The revised proposal, expected to be placed before the appropriate committee for approval, seeks to address contractual issues that delayed the procurement process after the initial batch of buses entered service. If cleared, the decision could pave the way for the supply of 150 Electric Double Decker Buses, significantly expanding Mumbai’s electric public transport network.
According to civic transport officials, 50 Electric Double Decker Buses have already been delivered under the existing agreement, while the balance remained pending following a dispute related to technical and contractual provisions. The matter underwent legal review before being examined by a technical committee, which subsequently recommended revisions to the lease payment structure in line with updated central government guidelines governing electric bus contracts. The revised financial model proposes a modest increase in the per-kilometre lease payment, reflecting changes in operational and contractual parameters. Transport experts note that such revisions have become increasingly common across electric mobility projects as public transport agencies adapt procurement frameworks to evolving market conditions, battery technologies and long-term operating costs. The expansion of the Electric Double Decker Buses fleet is expected to play an important role in improving passenger movement on high-demand routes where road space is limited but commuter volumes remain high. Double-decker buses increase seating and standing capacity without requiring additional road lanes, making them particularly suitable for densely populated urban corridors.
Urban mobility specialists also point out that electric buses contribute to reducing tailpipe emissions, lowering urban noise levels and improving local air quality. However, they emphasise that fleet electrification alone is insufficient to transform public transport. Complementary investment in charging infrastructure, depot modernisation, grid readiness, route optimisation and service reliability will be essential to maximise environmental and operational benefits. The revival of the delayed procurement also reflects broader challenges facing public transport agencies as they transition towards zero-emission fleets. Contract design, financing structures and long-term maintenance arrangements have emerged as critical factors influencing the pace of electric bus deployment across Indian cities. Addressing these issues through transparent and adaptable procurement models could accelerate the adoption of cleaner transport technologies nationwide. For Mumbai, expanding the electric bus network aligns with wider efforts to reduce transport-related emissions while encouraging greater use of public mobility over private vehicles.
