Mumbai and fostering balanced urban growth, the Maharashtra government is set to develop Karnala Sai Chirner New Town (KSC New Town) as the city’s third urban hub.

Spanning 323.44 square kilometres across 124 villages in Raigad district, this ambitious project aims to alleviate pressure on Mumbai and Navi Mumbai by creating a well-planned, sustainable, and technologically advanced metropolis .​ KSC New Town’s strategic location is poised to enhance connectivity within the Mumbai Metropolitan Region. The development is set to include advanced rail corridors, improving accessibility and reducing travel time between Mumbai and Navi Mumbai. This infrastructure upgrade is expected to facilitate smoother commutes and stimulate economic activities in the region.​

A cornerstone of the development plan is the establishment of global university campuses within KSC New Town. These institutions aim to attract international students and faculty, fostering a vibrant academic environment. The presence of world-class educational facilities is anticipated to position KSC New Town as a hub for research, innovation, and skill development, contributing to the region’s economic growth.​ In alignment with sustainable development goals, the project emphasizes eco-friendly infrastructure and green spaces. The Mumbai Metropolitan Region Development Authority (MMRDA) has been designated as the New Town Development Authority (NTDA) for KSC New Town. Empowered with land acquisition rights, MMRDA is tasked with overseeing the planning and execution of the development project. This centralized governance structure is expected to streamline decision-making processes and ensure cohesive development strategies .​ Karnala Sai Chirner New Town stands as a testament to Maharashtra’s commitment to balanced urban development.
