The Municipal Corporation of Delhi (MCD) has initiated a comprehensive survey of buildings with basements, open hanging wires, and outdated drainage systems across the city. The civic body aims to implement urgent preventive measures to avert future mishaps.
A circular issued on July 29, 2024, mandates all zonal deputy commissioners to ensure compliance with several critical safety protocols. Key measures include establishing separate entry and exit points for basements, publicly declaring building plans, and removing encroachments from drains and footpaths. These actions are designed to prevent the misuse of basements and address other safety concerns. On July 28, a delegation of students met with the MCD Commissioner, voicing their concerns about the current state of infrastructure safety. In response, the Commissioner assured them that the MCD would take all necessary steps to prevent similar incidents. The circular emphasises that any buildings found to be misusing their basements will face immediate action, including potential sealing.
The MCD has also ordered the removal of encroachments above drains and footpaths and mandated the desilting of stormwater drains. Any blockages identified must be promptly cleared using super-sucker machines. Additionally, if new drains are required in any location, proposals for their construction should be submitted immediately. To combat waterlogging, particularly during the rainy season, officials have been instructed to keep portable pumps and operators on standby at vulnerable points already identified by the MCD. The survey will also address the issue of open hanging wires and cables, with necessary actions to be coordinated closely with North Delhi Power Limited (NDPL) and BSES Rajdhani Power Limited.
The MCD is also focusing on sanitation, directing the swift removal of garbage to prevent putrefaction and foul odours. Furthermore, in zones where old barrels serve combined drainage systems for sewer and stormwater, a survey has been ordered to prevent any potential incidents. The condition of public urinals and toilets, often reported to be in poor shape, will also be assessed and improved as part of the initiative. These measures reflect a comprehensive effort by the MCD to enhance urban safety and infrastructure integrity, prioritising public welfare and preventive action.
