Maharashtra Steel Plant Deal Brings $5.19 Billion Investment

Shyam Metalics and Energy has signed a deal with the Maharashtra government to invest Rs 500 billion, or about $5.19 billion, in a greenfield steel complex in Chandrapur, marking one of the largest announced industrial investments in the Vidarbha region.

The integrated metal producer said in an exchange filing that the project will have an annual steel-making capacity of 9 million metric tonnes. Chandrapur, in eastern Maharashtra, is already an important industrial centre, and the proposed complex is expected to expand the region’s manufacturing and employment base.

The project is expected to create around 30,000 jobs, including 10,000 direct positions and 20,000 indirect roles, according to the company. The employment estimate covers jobs within the plant as well as roles linked to suppliers, contractors, logistics and other associated economic activity, although the company did not provide a detailed breakdown of the projected employment.

Shyam Metalics said the Maharashtra investment is part of its expansion beyond its traditional eastern India stronghold. The company has also announced investments in Odisha, West Bengal and Jharkhand as it seeks to increase its presence across multiple industrial regions.

The proposed plant will be developed as a greenfield project, meaning the complex will be built on a new site rather than through the expansion of an existing facility. Its planned scale will require the creation of a large industrial site and supporting systems for production, materials movement and logistics. The company’s filing did not provide details on the project’s exact location in Chandrapur, land area, construction cost breakup or proposed infrastructure arrangements.

The investment also places attention on the administrative process required for a project of this size. The plant is slated to begin operations in the ongoing financial year, but the company said this is subject to approvals, clearances and incentives. These conditions could include permissions and regulatory processes that must be completed before construction and operations proceed, although the filing did not specify the individual approvals involved.

For Maharashtra, the proposed complex would bring a major new industrial project to Vidarbha, a region where large-scale investments have long been linked to questions of employment, supply chains and local economic development. The company’s projected 30,000 jobs provide a headline measure of the expected impact, while the eventual benefits will depend on the project receiving the required approvals and reaching its planned operating capacity.

The next formal milestones are the completion of approvals, clearances and incentives, followed by the development of the greenfield site. Shyam Metalics has said operations are planned to begin during the current financial year, subject to those conditions.
