The Maharashtra government has announced that bike taxis will only be allowed to operate if they are electric. This new initiative aims to reduce pollution and make the city’s transportation system more sustainable while encouraging the use of clean energy. With the rise in demand for quick and affordable transport options, the introduction of electric bike taxis is expected to offer a practical solution to Mumbai’s overcrowded streets.
Transport officials stated that a detailed set of rules and regulations for the electric bike taxis will be unveiled soon, with a particular emphasis on ensuring the safety of passengers, particularly women. Special provisions will be made to enhance safety, such as the installation of partitions between the rider and passenger to ensure privacy. Additionally, during the monsoon season, these bikes will be equipped with covers to protect passengers from getting drenched, addressing a significant concern for riders in Mumbai’s wet climate. The move to introduce electric bike taxis is part of the state’s broader efforts to promote green transport. Officials are also considering subsidies and support for individuals wishing to start e-bike taxi services.
In one notable proposal, plans are being considered to provide Rs 10,000 to children of members of the Dharmaveer Anand Dighe Rickshaw-Taxi Corporation, so they can kick-start their own electric bike taxi businesses. This initiative is part of the government’s larger agenda to empower local communities and promote sustainable livelihoods. The introduction of bike taxis is not a new concept, having already been successfully implemented in several cities like Bangalore, Hyderabad, and Chennai. However, the concept faced significant opposition in Maharashtra, particularly from local taxi and auto-rickshaw unions, when the central government first approved bike taxis two years ago. The state, which was initially slow to adopt the scheme, saw setbacks with challenges over the legal framework for operation.
In 2022, the Pune Regional Transport Office denied permission to popular aggregator services for operating bike taxis, and a subsequent court ruling reaffirmed the need for proper licensing. The state government, however, formed a committee in early 2023 to address these concerns and work on a policy for bike taxi aggregators. By mid-2024, under the leadership of the state’s Chief Minister, the government approved the operation of bike taxis and established a policy framework, which is expected to pave the way for electric two-wheelers to ply across the city. This regulatory approval is seen as a turning point for the transport sector in Maharashtra, as it will not only provide residents with an alternative to traditional taxis but also reduce congestion and carbon emissions. As electric bike taxis are set to roll out across Mumbai, the local government is focusing on integrating gender-friendly measures and affordable pricing into the plan. Encouraging women riders is a key component of the policy, and ensuring that fares remain affordable will likely increase the scheme’s appeal to a wide range of commuters.
