Maharashtra Moves To Modernise Emergency Ambulance Services
Maharashtra is preparing to introduce a comprehensive digital framework for ambulance services, aiming to improve emergency medical transport through real-time monitoring, transparent pricing and integrated healthcare coordination. The proposed policy seeks to create a unified system for both public and private ambulances, addressing long-standing concerns around response times, service quality and accountability across the state. Emergency medical transport has remained one of the least integrated components of Maharashtra’s healthcare infrastructure despite the rapid expansion of hospitals and urban populations.
Officials now intend to bridge this gap by introducing the State Ambulance Policy, which will establish uniform operational standards while connecting ambulances, hospitals, transport authorities and citizens through a common digital platform. The proposed framework covers the entire ambulance ecosystem, from vehicle registration and emergency dispatch to patient transfer, fare regulation and performance monitoring. Authorities believe the initiative can significantly improve emergency response by ensuring that every registered ambulance operates within a transparent, technology-enabled network rather than functioning as an isolated service provider. Government estimates indicate that more than 1,000 ambulances currently operate under the state’s public emergency response programme, while an additional 4,500 to 5,000 vehicles are managed by private hospitals, charitable institutions and non-government organisations. However, the absence of a unified information system has often left citizens without reliable access to details such as ambulance availability, estimated arrival times, onboard medical facilities or service charges. The proposed State Ambulance Policy seeks to address these gaps through four interconnected digital applications designed for patients, ambulance personnel, onboard medical teams and regulatory authorities. Citizens would be able to locate the nearest available ambulance, monitor its live movement, receive estimated arrival times, access preliminary emergency guidance through video support and view expected transportation charges before confirming a booking.
For emergency responders, digital tools are expected to simplify navigation, duty allocation, training records and operational reporting. Ambulances equipped with tablet-based systems would enable paramedics to record patient information digitally, transmit vital signs to receiving hospitals and monitor the readiness of critical equipment such as oxygen systems, suction units and automated external defibrillators. Regulatory agencies, including transport and health departments, would gain access to a central dashboard tracking vehicle movement, emergency response performance, repeated service refusals and compliance with operational standards. Officials also propose standardising fares according to nationally recognised ambulance classifications, with every completed journey generating a digital receipt to improve transparency and reduce billing disputes. Urban mobility and healthcare experts note that as Maharashtra’s cities continue to expand, emergency transport must evolve alongside transport infrastructure and hospital capacity. A digitally connected ambulance network could reduce treatment delays, strengthen coordination between emergency responders and healthcare institutions, and improve public confidence during medical emergencies.
