Mumbai Maharashtra Eyes Cleaner Water Transport Network

Maharashtra is examining the use of solar-powered passenger boats on important coastal routes linking Mumbai with nearby destinations, including Alibaug and Sindhudurg. The proposal could introduce cleaner propulsion into the state’s ferry network while improving passenger capacity and safety. But the shift will depend on whether solar technology can meet the demands of regular coastal operations, particularly across longer routes and changing weather conditions. The proposal was discussed at a review meeting at Mantralaya, where officials examined modern passenger vessel designs using solar energy and other technologies. The state is considering a solar passenger boats Maharashtra programme as part of a wider effort to reduce dependence on conventional marine fuels and make greater use of waterways.

Among the routes under consideration is the Versova-Madh Ro-Ro service, where a 49-passenger speedboat has been proposed. A smaller 20-passenger vessel has also been discussed for the Gateway of India-Alibaug-Mandwa corridor. Authorities are additionally examining the possibility of introducing modern boats for connectivity between Mumbai and Sindhudurg. The proposal comes as Mumbai’s coastal transport network is increasingly viewed as an alternative to congested road corridors. Water-based travel can provide direct connections across the harbour and coastline, potentially reducing pressure on some road journeys. Existing ferry services already connect Mumbai and Mandwa, demonstrating the demand for maritime links between the city and Raigad district. However, moving towards solar passenger boats Maharashtra will require more than replacing diesel engines with electric propulsion. Solar generation depends on available surface area, weather and battery capacity. For passenger vessels operating on busy routes, charging infrastructure, energy storage, maintenance systems and reliable turnaround times will be critical to service continuity.

Safety will be equally important. Coastal vessels must operate through changing sea conditions, while monsoon restrictions can affect ferry schedules. Existing Mumbai-Mandwa passenger services are routinely affected by seasonal weather conditions, making vessel design and operational planning central to any future clean-water transport system. There is also a wider sustainability opportunity. Electrifying short-distance marine transport could reduce direct fuel consumption and local emissions, particularly where vessels make frequent journeys. Yet the environmental benefit will depend on the electricity source, battery lifecycle, vessel efficiency and how the boats are integrated with public transport at their terminals. The state’s approach is still at the proposal stage, with officials directed to examine deployment possibilities and prepare a broader framework for modern passenger water transport. National research bodies are also studying solarisation of boats, although the Union government has clarified that it is not currently implementing a dedicated national scheme supporting solar-powered passenger boats.

For Mumbai and Maharashtra’s coastal communities, the real test will be whether cleaner vessels can provide dependable, affordable and accessible services. If supported by suitable charging infrastructure, safe terminals and strong public-transport connections, solar-powered boats could become part of a more resilient and lower-emission regional mobility network.
