The Kerala State Human Rights Commission (KSHRC) has mandated stringent measures against the illegal parking of vehicles along the Seaport-Airport Road stretch between Irumpanam and Kalamassery, following numerous fatal accidents attributed to the practice.
This directive comes despite previous orders being disregarded, highlighting the ongoing challenge of ensuring road safety in this region. Commission member V.K. Beenakumari instructed Kochi city traffic enforcement to issue necessary directives to relevant officials, including the Thrikkakara Assistant Commissioner of Police (ACP), to take decisive action against this pervasive issue. The order was a response to a petition highlighting the illegal parking of tanker lorries on the roadside, which has significantly contributed to road hazards.
The Commission’s investigation, which included a report from the Thrikkakara ACP, indicated that steps had already been taken against illegal parking, including intensified police patrols along the affected stretch. However, the continued occurrence of fatal accidents suggests that these measures have been insufficient.
The illegal parking problem is particularly severe at night, when unsuspecting motorists frequently collide with parked vehicles, resulting in tragic outcomes. In an effort to deter illegal parking, the Public Works Department had previously installed guard stones along the Seaport-Airport Road, but many of these have been knocked down, allowing the hazardous practice to persist.
Despite a ban issued by the District Collector in April on the parking of heavy vehicles—including container tanker lorries—along several critical roads, including Vallarpadam Container Terminal Road, Seaport-Airport Road, Irumpanam-Ambalamugal Road, and Kundannoor-Kochi Harbour Road, violations remain rampant. This ongoing defiance of regulations underscores the need for more robust enforcement and accountability.
The KSHRC’s intervention seeks to address these enforcement gaps and ensure that stringent actions are taken to mitigate the risks associated with illegal parking. By compelling local authorities to uphold traffic regulations more effectively, the Commission aims to enhance road safety and prevent further loss of life. The directive highlights the critical need for continuous vigilance and strict enforcement of traffic laws to safeguard motorists. It also underscores the importance of a coordinated effort among various governmental departments to address the root causes of illegal parking and implement sustainable solutions.
