Kerala will complete inspections in areas where land fair value was fixed excessively high as part of the state government’s 100-day action plan, Revenue Minister A P Anil Kumar told the assembly on Thursday. The review is intended to address valuation errors dating back to 2010 and provide relief to eligible landowners.
The minister said steps had already been initiated to ensure that inspections were completed within the stipulated time. The government has been collecting details of locations across Kerala where land values were assessed either excessively high or excessively low.
Land fair value is the government-assigned value used in land-related transactions and administrative processes. The minister’s statement indicates that inaccurate assessments can affect landowners differently depending on whether a property has been assigned a value above or below what the government considers appropriate. The current exercise is aimed at revising fair values across the state.
Complaints about excessively high land fair value are being treated as appeals, according to the minister. District collectors are handling these appeals in their capacity as appellate authorities. They are also taking steps to correct errors in the original determination of fair value.
The review places district administrations at the centre of the correction process. While the state government is proceeding with measures to revise fair values across Kerala, the collectors are responsible for examining individual appeals and deciding whether relief should be granted. The government has said that the process will also seek to ensure just relief for eligible landowners.
The assembly statement did not specify the number of locations under review, the timeline for completing the inspections in each district, or the criteria that will be used to determine revised values. It also did not provide details of how the revised assessments will affect individual transactions or when the updated fair values will be notified.
The immediate administrative milestone is the timely completion of inspections under the 100-day action plan. Further decisions on appeals and corrections will be taken by the district collectors, while the state government continues its broader exercise to revise land fair values across Kerala.
