Public Ganpati mandap permissions remain pending in Kalyan-Dombivli, with organisers saying applications submitted through the civic body’s single-window system have yet to receive clearances from all concerned departments, just days before the festival.
Public Ganpati mandals submitted online applications to the Kalyan-Dombivli Municipal Corporation (KDMC) around 10 days ago. Although the festival is approaching, several mandals have already erected structures on roads and organisers are continuing to visit ward offices to ask when their permissions will be issued.
According to the report, KDMC Commissioner Abhinav Goyal had instructed officials around 10 days ago to issue immediate approvals to public Ganpati mandals through the single-window system. Applications are being processed at the ward level and are sent to the relevant departments after initial action by the civic administration.
The permission process requires no-objection certificates from the municipal assistant commissioner, deputy engineer, police, traffic department, Maharashtra State Electricity Distribution Company Limited and the fire department. The civic administration and fire department have reportedly acted on the applications, while delays in clearances from the police, traffic department and MSEDCL have held up final approvals.
A municipal official cited in the report said an application remains on the pending list until clearances are received from every department. Even when most departments have approved an application, the absence of clearance from one department keeps the application pending in the online system. The official attributed the delay in final approvals to this process.
Organisers have expressed particular concern over the response from MSEDCL, which they described as slow. They said that electricity connections and other work at the mandaps cannot proceed until the civic body grants official permission. The pending approvals have therefore affected preparations at mandaps already erected on public roads.
The single-window system is intended to consolidate the permission process by routing applications among the civic, police, traffic, fire and electricity authorities. In the current cases, however, the final approval remains dependent on every participating department completing its review. The report did not provide the total number of applications submitted, the number cleared or a revised deadline for completing the pending approvals.
