Hyderabad Zahirabad Industrial City Targets ₹15,000 Crore Investment

Telangana is targeting the completion of the 3,245-acre Zahirabad Industrial Smart City by March 2028, with the project expected to attract around ₹15,000 crore in investment and generate nearly two lakh direct and indirect jobs. The planned manufacturing hub is being positioned as a major industrial growth centre, with infrastructure development now moving into implementation.

The project was discussed at a meeting of the National Industrial Corridor Development and Implementation Trust, where Telangana’s industries minister outlined the state’s progress and sought additional Central support for industrial development. The Zahirabad Industrial Smart City is being developed through a partnership between the state and Centre. Telangana holds a 51% stake through its land contribution, while the Union government is supporting infrastructure development under the industrial corridor framework. The project’s development plan has been submitted to the special purpose vehicle responsible for implementation, with construction being undertaken through an engineering, procurement and construction model. According to the state government, essential infrastructure packages are being progressed against the March 2028 completion deadline.

Water infrastructure has moved through the tendering stage, while power-related works are also expected to be completed within the scheduled timeframe. These utilities will be critical to the viability of the industrial zone, particularly as manufacturing companies require reliable water, electricity, logistics and internal road networks before committing significant capital. The scale of the proposed investment also makes the project relevant to Telangana’s regional development strategy. A successful industrial hub outside Hyderabad could distribute employment and economic activity more evenly across the state, while creating opportunities for ancillary industries, logistics providers and local service businesses. However, attracting the projected investment will depend on more than developing industrial plots. Businesses increasingly assess connectivity, utility reliability, workforce availability, environmental compliance and supply-chain access before establishing manufacturing operations. Coordinating these elements will determine whether the Zahirabad Industrial Smart City develops into an active production cluster rather than simply a large industrial land bank.

The state has also sought a larger role in the Centre’s proposed Bharat Audyogik Vikas Yojana. Telangana has requested four of the 100 planned plug-and-play industrial parks, arguing that additional ready-to-use industrial infrastructure could accelerate manufacturing investment and employment. For Zahirabad, the next two years will therefore be important. Timely infrastructure delivery, efficient approvals and credible environmental and land-use planning will shape the project’s ability to convert its planned capacity into actual investment and jobs. If executed effectively, the industrial corridor could strengthen regional economic activity while reducing some of the concentration of development around Hyderabad.
