Hyderabad Mobility Plans Struggle With High Costs

Hyderabad’s efforts to align upcoming metro corridors with ongoing national highway works have entered a challenging phase, as planners warn that synchronising the two large-scale systems could significantly escalate construction costs and complicate engineering timelines across the western and eastern stretches of the city. The issue has emerged at a time when the city is working to expand sustainable mobility options and reduce long-term dependence on private vehicles.

Urban mobility officials in Hyderabad said that integrating elevated metro structures with national highways would require simultaneous design and execution — a process that demands not just technical coordination but also substantial financial support. According to senior engineers, the National Highways Authority of India has indicated that structural integration could cost close to ₹60 crore per kilometre, a burden that would sit heavily on the upcoming Phase-II network. Two stretches in the planned metro expansion — part of the Hyderabad Metro Rail Phase-II programme — have been flagged for double-deck viaducts to minimise land acquisition and keep surface-level traffic unaffected. A shorter 1.2-km segment near Gangaram is already under design, while a longer 5.5-km elevated corridor between LB Nagar and Hayathnagar has been proposed by the Telangana Roads and Buildings Department. Officials estimate the cost of integrating these decks could reach nearly ₹400 crore.

Transport planners note that the push for double-deck structures is being driven by the widening of national highways in dense urban belts, where the right-of-way is limited to 60 metres. The multi-level model is expected to protect commuters from prolonged construction disruptions, yet it raises questions about long-term financial viability, especially as the city aims for climate-aligned mass transit expansion. However, not all upcoming routes have been considered for structural integration. The corridor stretching from Jubilee Bus Station to Shameerpet continues to face right-of-way constraints, with expansion work already underway for an elevated flyover. Officials caution that, unless metro works run parallel to highway construction, future land acquisition along this corridor may become unavoidable — a setback that could stall transit-oriented development plans.

Similar concerns were raised for the JBS–Medchal stretch, which narrows significantly near Dairy Farm. Planners fear that after flyovers are completed, public perception may shift, potentially weakening support for metro connectivity in the northwestern growth belt. The city has experienced this before: mobility experts point to the Lakdikapul–Raidurgam–Kondapur–Hafeezpet–BHEL corridor, where a sequence of flyover projects reduced the urgency for rapid-transit investments, ultimately slowing metro expansion into emerging IT-industrial clusters. As Hyderabad continues to balance the need for seamless mobility with cost-efficient infrastructure, officials emphasise that integrated planning — not sequential construction — will determine whether the city can meet its sustainability commitments. The coming months will be critical as state agencies and national infrastructure bodies negotiate financial responsibilities, engineering feasibility, and the overarching need for a low-carbon, people-first transit network.
