Haryana Investment Outreach Takes Singapore Pitch to Global Firms

Haryana Chief Minister Nayab Singh Saini will visit Singapore from October 4 to 6 to attract global investment into the state, with the government pitching opportunities in semiconductors, advanced manufacturing, logistics, aviation, agro-processing and Global Capability Centres.

The three-day investment outreach is being led by Haryana’s Foreign Cooperation Department and Department of Industries and Commerce. Saini will be accompanied by senior officials from the Chief Minister’s Office and the industries and commerce department, according to the Times of India report.

The delegation is scheduled to hold round-table conferences and business-to-government meetings with global business leaders, corporate representatives and sector experts. The state government plans to present Haryana’s industrial ecosystem, proximity to the National Capital Region, infrastructure strength and policy incentives as advantages for companies considering new investments.

The government will invite Singaporean companies to establish manufacturing units, research and development centres, cold-chain networks, warehousing facilities and high-technology industrial projects across Haryana’s emerging industrial corridors. The sectors being highlighted indicate an investment strategy that links production with logistics, supply chains, skills and technology-intensive services.

Global Capability Centres, or GCCs, are also part of the pitch. These facilities typically support functions such as research, technology, engineering and corporate services for multinational companies. The inclusion of GCCs alongside manufacturing, aviation and logistics suggests that the outreach is aimed at both industrial investment and higher-value business operations, although the report does not specify the companies being approached or the value of investments expected from the visit.

The proposed projects would have implications beyond individual industrial sites. Manufacturing, warehousing and cold-chain facilities require land, reliable utilities, transport links and workforce access, while research centres and GCCs depend on connectivity and a skilled labour pool. The state government’s pitch therefore combines investment promotion with the wider infrastructure requirements of industrial corridors and metropolitan economic networks.

On October 6, Saini is scheduled to meet Sikh businessmen and non-resident Indian entrepreneurs in Singapore to seek diaspora participation in Haryana’s economic growth. The government has not announced any investment commitments resulting from the visit in the information available in the report.

The Singapore visit comes ahead of the Haryana government’s proposed global investors’ summit, titled “Happening Haryana”, which is planned for next year. The outreach is intended to build interest before that summit, but the available information does not establish its final date, confirmed participants or the projects that may eventually be announced.

The next formal steps are the delegation’s meetings in Singapore from October 4 to 6 and the government’s subsequent preparations for the proposed global investors’ summit.
