Greater Noida Farmers Get Major Compensation and Leaseback Relief

Greater Noida Authority’s 145th board meeting has approved proposals to waive interest on delayed leaseback payments, extend 64.7% additional compensation to more affected farmers and revise the process for returning or regularising rural residential land. The decisions are aimed at resolving long-running legal and administrative issues linked to land acquisition and urban development in Greater Noida.

The board approved sending a proposal to the Uttar Pradesh government to amend the applicable regulations so that farmers are not charged interest on the amount payable for leaseback of rural abadi land. Under the existing process, farmers who do not pay the prescribed amount within the stipulated period are charged interest. If payment is not made within one year, the lease can be cancelled.

The proposed change follows demands from farmers for the interest burden to be waived. The amendment will be sent to the state government after approval by the authority board. The decision therefore sets the administrative process in motion but does not itself constitute final state-government approval.

The authority board also approved a new procedure for granting leaseback benefits in rural abadi cases. Under the proposed process, the share of each farmer will first be determined, after which the lease deed will be executed. The decision refers to the government order dated 24 April 2010, the Rural Abadi Site Management and Regularisation Regulations, 2011, and amendments made to the regulations in 2015.

The regulations provide for leaseback in favour of eligible farmers against land acquired and taken into possession by the authority. The revised process is intended to address disputes over entitlement and documentation before the lease deed is completed.

In another decision, farmers who provided land through mutual consent will receive facilities equivalent to those available in land acquisition cases. The board had earlier fixed two land-purchase options for such landowners at its 27 August 2026 meeting. The rates were set at Rs 6,415 per square metre and Rs 5,725 per square metre.

Landowners choosing the Rs 5,725-per-square-metre option will receive a six per cent abadi plot benefit, while those selecting the Rs 6,415 rate will not receive that benefit. Land acquired after 27 August will be processed under this framework, according to the report. The authority said the objective was to provide comparable benefits to farmers whose land was obtained through mutual consent and those affected by formal acquisition.

The board also approved a proposal to provide 64.7% additional compensation to farmers affected by land acquisition or purchase between 2002 and 2013 who have not received the benefit so far. The proposal had been sent to the state government earlier and was placed before the board after receiving the government’s consent, according to the report.

The decision is intended to bring eligible Greater Noida farmers in line with farmers associated with the Noida and Yamuna authorities, who have received or been considered for similar additional compensation. The report did not provide the number of eligible farmers or the total financial liability arising from the decision.

The meeting was attended by Greater Noida Authority Chairman Deepak Kumar, Greater Noida Authority CEO NG Ravi Kumar, Noida Authority CEO Krishna Karunesh, YEIDA CEO RK Singh and other senior officials. The next steps include processing the proposed regulatory amendment and implementing the compensation and land-benefit decisions for eligible cases.
