Dharavi Redevelopment Begins on Matunga Land, 10,432 Homes Planned

Adani Navbharat Developers Pvt Ltd has begun construction of rehabilitation homes on a 22-acre railway land parcel in Matunga for eligible residents of Dharavi, marking a major construction milestone in Mumbai’s wider Dharavi redevelopment project. The site will contain 10,432 apartments across 10 towers, along with 1,379 commercial and industrial units, the company said in a release.

The homes will be built under the in-situ rehabilitation scheme and will measure 350 square feet each. Residents eligible for rehabilitation from Dharavi’s Sectors 6 and 1 are expected to receive homes at the Matunga site first. Nearly 4,500 apartments will subsequently be allocated to other eligible Dharavi residents on a priority basis.

The project is being implemented by Adani Navbharat Developers, the special purpose vehicle working on the rehabilitation component of the redevelopment. The 10 towers will be handed over in three phases to the Dharavi Redevelopment Project and the Slum Rehabilitation Authority under the Maharashtra government.

The first five towers are scheduled for handover by March 2029. Two more towers are planned for handover by August 2029, while the remaining three are scheduled for completion by August 2030. These milestones make the Matunga site one of the first clearly defined construction and handover schedules within the broader redevelopment programme.

The buildings will also include commercial and industrial space. Around 10% of the commercial space in each rehabilitation building will be reserved to generate revenue for the upkeep of common infrastructure, according to the company. Adani Navbharat Developers will maintain the buildings and shared infrastructure for the first 10 years after handover.

The wider project is being undertaken by NMDPL, formerly known as Dharavi Redevelopment Project Pvt Ltd. The special purpose vehicle covers nearly 600 acres in central Mumbai. An Adani Group entity holds an 80% stake in NMDPL, while the Maharashtra government holds the remaining 20%.

The redevelopment plan envisages a mixed-use township with housing alongside shops, schools, healthcare facilities, places of worship, parks, public transport and other social infrastructure. The Matunga parcel is intended to provide rehabilitation homes for eligible residents away from the main Dharavi site while the larger redevelopment process progresses.

The construction schedule will now determine when the first group of eligible residents can move into completed homes and how the project’s promised commercial, industrial and shared infrastructure components are delivered. The first formal handover milestone is scheduled for March 2029, when the initial five towers are expected to be transferred to the DRP and SRA.
