Delhi’s Yamuna Flow Plan Moves to DPR Stage- but More Water at Okhla Is Not River Restoration

Delhi is advancing a plan to move more water towards the Yamuna and reduce losses in the canal network supplying the capital, but the programme remains at an early project-development stage and its ecological impact will depend on where the additional flow enters the river, how reliably it is maintained and whether Delhi simultaneously reduces the pollution load entering the Yamuna.

The Delhi Jal Board has reportedly issued a letter of intent to WAPCOS to prepare a detailed project report for one part of the programme, with the DPR expected in October. A DJB–Uttar Pradesh Jal Nigam survey was also conducted on June 29, according to the latest report.

That is a meaningful project-stage development. It is not, however, a new river-restoration concept.

A substantially similar proposal was reported in May. It envisioned routing 1,300 cusecs from the Jani regulator through the Hindon system and carrying another 500 cusecs from the Muradnagar regulator through a proposed pipeline towards the Yamuna near Okhla. The intention was to make 1,800 cusecs available around Okhla while retaining the water required for the Agra Canal.

The latest development should therefore be understood as a move from proposal towards DPR preparation, not as approval to build the system.

The Tehri connection needs precision

Describing the scheme simply as routing “Tehri Dam water” into the Hindon obscures how the water system works.

Tehri Dam stores Bhagirathi water in the Ganga basin. THDC says the project provides a designed drinking-water benefit of 300 cusecs, or about 162 MGD, for Delhi. Water associated with this system reaches the plains through the Ganga network; Delhi has long received Ganga-system raw water through the Upper Ganga Canal and Muradnagar route.

Uttar Pradesh’s basin planning documents also describe Upper Ganga Canal water being transferred through the Hindon Cut towards the Yamuna upstream of Okhla Barrage.

The proposed scheme is therefore better understood as re-engineering an existing inter-basin water-routing system than creating a simple new Tehri-to-Yamuna connection.

Exactly how much water would be attributable to Tehri storage, which state’s water entitlement would be used, during which months it would operate and how flows would be accounted for should be made explicit in the DPR.

Geography matters: most of the proposed flow arrives near Okhla

The location at which extra water enters a polluted river matters as much as the volume.

Delhi’s most intensively polluted urban Yamuna reach lies between Wazirabad and Okhla. Yet the proposed Hindon transfer enters the river towards its lower end: the Hindon Cut meets the Yamuna around the Chilla–Okhla reach.

The second proposed component—the roughly 29-km pipeline carrying 500 cusecs—is also intended to discharge near Okhla. Earlier reporting put the conceptual cost of that twin-pipeline system at around ₹4,500 crore, with two approximately 250-cusec lines. That figure remains a reported project estimate rather than a sanctioned contract value.

This means the plan may materially change hydraulic conditions around Okhla, the Hindon Cut and Agra Canal interface, but it should not be described as delivering the same volume of new freshwater through the entire Delhi stretch.

That question should be tested hydraulically in the DPR.

The second intervention may be less spectacular—but potentially important

Delhi is simultaneously trying to reduce reported losses in the Delhi Sub-Branch canal system.

About 330 cusecs is reported to be released for Delhi while only around 230 cusecs is received after conveyance, prompting DJB and Haryana’s Irrigation Department to discuss rehabilitation and a joint survey.

Recovering even part of that difference could improve Delhi’s raw-water efficiency and theoretically reduce pressure to make compensating withdrawals elsewhere.

But the public record does not yet justify describing the entire difference as structural leakage. Upper Yamuna discussions have referred to leakage and theft and also reveal disagreement over where Delhi’s allocation should be measured. Haryana has suggested enclosed conveyance as a possible way to reduce loss.

The joint survey therefore needs to establish a proper water balance:

Munak release → measured canal flow → seepage → authorised withdrawals → unauthorised abstraction → evaporation → Delhi-border flow → Haiderpur receipt.

Without that accounting, “30% leakage” remains an estimate rather than an engineering diagnosis.

More flow helps—but Yamuna restoration cannot be reduced to dilution

The strongest argument for additional freshwater is straightforward: a river with almost no lean-season flow has little capacity to dilute pollution, sustain dissolved oxygen or support ecological processes.

Delhi’s own environment documentation cites an NIH recommendation of around 23 cumecs of lean-season e-flow, compared with approximately 10 cumecs then available.

But the same government document demonstrates the limitation of a flow-only strategy.

Its modelling indicates that 23 cumecs could reduce BOD from roughly 25 mg/l to about 12 mg/l—not to the 3 mg/l benchmark used for bathing-quality water.

That is an unusually important policy signal.

If sewage and organic pollution continue entering the Yamuna, substantially increasing water merely changes the concentration. It does not eliminate the pollutant load.

The correct service chain is therefore:

Wastewater generation → sewer connection → drain interception → pumping → treatment → compliant discharge/reuse

combined with:

Protected river flow → continuous monitoring → ecological response.

The two systems have to improve together.

Interstate coordination is unavoidable

This programme also crosses more institutional boundaries than a conventional Delhi infrastructure project.

Delhi, Haryana and Uttar Pradesh control different parts of the water-conveyance network, while the Upper Yamuna framework manages interstate river issues. At the November 2025 Upper Yamuna Review Committee meeting, the Union government and basin states explicitly discussed maintenance of environmental flow and the need to improve water-use efficiency so more water could remain in the river.

That makes interstate agreement, operating protocols and water accounting central project dependencies rather than administrative details.

A Delhi DPR cannot by itself establish a durable ecological-flow regime if the source, diversion or downstream operating rules require action by other governments.

₹15,000 crore is a financing ambition, not expenditure

The wider programme reportedly contains six projects with an estimated combined value of about ₹15,000 crore, potentially financed using the Urban Challenge Fund, Delhi/DJB contributions and institutional borrowing including HUDCO and NABARD.

None of those statements should be translated into “₹15,000 crore sanctioned”.

The Urban Challenge Fund is itself conditional. The Union Cabinet-approved framework provides central assistance of up to 25% of project cost while requiring at least 50% to be mobilised from market sources. Projects are competitively selected and tied to reforms, milestones and measurable outcomes.

Delhi would therefore have to establish the actual project mix, eligible costs, borrowing structure, counterpart financing and UCF approval before the funding can be treated as committed.

The real milestone is measurable river performance

A DPR is useful only if it defines the outcome that Delhi intends to buy.

For this programme, success cannot be “29 km of pipeline laid”, “canal rehabilitated”, or “1,800 cusecs arranged”.

The public should eventually be able to see:

how much freshwater actually reaches each monitoring point; how much is available in the river during lean months; how much water disappears from the canal system; whether dissolved oxygen increases; whether BOD falls; whether faecal contamination declines; and whether sewage loads entering the river decrease at the same time.

Delhi’s Yamuna problem is not simply insufficient water. It is the interaction of abstraction, interstate water management, inefficient conveyance, enormous wastewater loads and weak ecological flow.

The proposed programme matters because it begins to connect some of those systems.

Whether it restores the river will depend on whether the DPR treats them as one.
