Delhi-NCR is preparing for one of its largest targeted vehicle transition programmes as the Union government rolls out a two-year initiative aimed at phasing out older commercial vehicles linked to hazardous urban air pollution. The clean mobility scheme, approved this week, focuses on replacing ageing trucks and buses with Bharat Stage VI-compliant vehicles across the National Capital Region, where transport emissions continue to strain public health, mobility systems and urban liveability.
The programme is expected to affect more than two lakh commercial vehicle owners in the region, particularly operators running BS-IV and older fleets. Authorities have made scrapping compulsory for BS-III and earlier vehicles, while some BS-IV vehicles may be relocated outside NCR in areas not covered under national clean-air regulations. Government-owned fleets are not included in the current plan. The decision comes as Delhi-NCR enters another season of weather-driven air quality fluctuations. Recent rainfall and hailstorms across several NCR cities temporarily reduced temperatures and improved surface conditions, offering short-term relief from heat and pollution. Meteorological data also indicates that intermittent showers during early April delayed extreme summer temperatures, helping keep daytime heat below seasonal averages for several days. Urban planners, however, caution that such weather events only provide temporary atmospheric cleansing and do not address structural pollution sources. The clean mobility scheme is being positioned as a response to the disproportionate pollution burden caused by older heavy-duty vehicles.
Although trucks and buses make up a relatively small share of the overall vehicle stock in Delhi-NCR, they contribute significantly to particulate matter and nitrogen oxide emissions because of outdated engine technologies and deteriorating emission controls. Environmental analysts tracking Delhi’s transport sector say the region’s expanding vehicle population has outpaced improvements in road and public transport infrastructure. NCR’s vehicle base is estimated to be nearing three crore units, with annual growth continuing despite rising concerns over congestion, fuel consumption and declining air quality. Heavy commercial vehicles remain central to the debate because they operate for long durations across freight corridors and dense urban stretches. Experts involved in air quality assessments for the region have repeatedly highlighted that older diesel vehicles emit far higher levels of particulate pollution than modern BS-VI models equipped with advanced filtration and exhaust treatment systems.
The clean mobility scheme also intersects with larger economic and infrastructure questions. Fleet modernisation could increase demand for cleaner logistics systems, organised scrappage infrastructure and low-emission freight movement. At the same time, smaller transport operators may face financial pressure during the transition unless financing and replacement support mechanisms are expanded. Urban development specialists believe the long-term effectiveness of the policy will depend on enforcement, regional coordination and investment in cleaner public transport. Without parallel improvements in mass transit, freight planning and last-mile connectivity, experts warn that vehicle replacement alone may not substantially reduce pollution exposure for NCR residents. For Delhi-NCR, the coming years may determine whether transport policy can evolve from emergency pollution control toward a broader strategy centred on healthier, climate-resilient urban mobility.
