The initiative is expected to strengthen compliance across construction sites while helping authorities respond faster to pollution hotspots that contribute substantially to the city’s deteriorating air quality.
The newly launched Delhi Dust Portal integrates artificial intelligence, geographic information systems (GIS), live 360-degree cameras and particulate matter sensors to track dust emissions from registered construction and demolition sites. The platform has been designed to provide continuous monitoring rather than relying solely on periodic physical inspections, allowing regulators to identify violations as they occur. Construction dust remains one of Delhi’s most persistent environmental challenges. Government data indicates that dust generated from roads, exposed soil and construction activities accounts for a significant share of seasonal air pollution, particularly during the summer months. Fine particulate pollution also continues to place pressure on public health, transport efficiency and overall urban liveability, making improved monitoring an important component of broader air quality management. Officials said the Delhi Dust Portal will automatically assess compliance with prescribed dust-control measures using AI-enabled image analysis and sensor inputs.
The platform can also map construction sites against nearby air quality monitoring stations to understand local pollution trends and generate colour-coded alerts whenever particulate concentrations exceed defined thresholds. Beyond environmental surveillance, the digital system introduces an automated compliance framework intended to reduce administrative delays. Inspection records, environmental audits, monitoring reports and enforcement notices will be managed through a unified digital interface, enabling authorities to issue compliance certificates and regulatory notices electronically. Urban governance experts suggest such digitisation could improve transparency, minimise discretionary enforcement and create more consistent regulatory oversight across the capital. The technology platform is supported by Android and iOS applications, enabling field officers, civic agencies and project operators to upload site information, review monitoring data and respond to alerts remotely.
Real-time access to camera feeds and sensor readings is expected to improve coordination between multiple agencies responsible for pollution control and urban development. According to officials overseeing the programme, AI-based surveillance will initially cover construction projects above the prescribed size threshold, where dust emissions typically have a greater environmental footprint.
