Delhi is preparing to introduce a new regulatory framework that could fundamentally change how groundwater is monitored and billed across the capital, with mandatory water metering proposed for all domestic and commercial borewells.
The move is expected to strengthen oversight of groundwater extraction while addressing the city’s growing dependence on an increasingly stressed underground water resource. The proposed policy, currently under consultation with relevant central authorities, marks a shift from a one-time approval mechanism towards continuous monitoring of groundwater use. Officials involved in the process indicate that the framework aims to measure actual extraction through water meters, enabling authorities to develop a usage-based charging system instead of relying solely on permission-based regulation. The initiative comes as Delhi continues to face mounting pressure on its groundwater reserves, driven by rapid urbanisation, expanding built-up areas and uneven access to piped water supply in several neighbourhoods. Urban planners have long argued that without accurate measurement, groundwater remains one of the least monitored public resources despite its critical role in supporting households, institutions and commercial establishments.
A significant feature of the proposed framework is expected to address thousands of existing unauthorised borewells operating across the city. Officials suggest the policy could provide a structured pathway for bringing such installations into the regulatory system while simultaneously improving compliance and monitoring. The exact tariff structure for groundwater use, however, is yet to be finalised and is being discussed with technical and regulatory agencies. Experts say borewell water meter deployment could improve data availability for water resource planning, helping authorities understand extraction patterns across different parts of the capital. Better information may also support climate resilience strategies as Delhi experiences increasing pressure from erratic rainfall, declining groundwater tables and rising urban water demand. Authorities are also examining mechanisms to improve identification of unregistered borewells. Since many installations are located within private residential properties, enforcement has remained a persistent challenge. Officials are considering whether upcoming field surveys linked to water supply verification can also capture information about private groundwater sources, creating a more comprehensive database.
Existing regulations already require prior approval before drilling new borewells, particularly in areas where groundwater levels have been categorised as environmentally stressed. However, monitoring of actual extraction after permission is granted has remained limited, reducing the effectiveness of current regulatory controls. Urban governance specialists note that introducing borewell water meter systems could bring groundwater management closer to the principles already applied to piped water services, where consumption is measurable and accountable. At the same time, they caution that successful implementation will depend on transparent tariffs, efficient enforcement, public awareness and equitable access to alternative water supplies. As Delhi advances the policy towards implementation, its effectiveness will likely be measured not only by revenue collection but by whether it contributes to protecting groundwater reserves, improving long-term water security and supporting more sustainable urban growth.
