CNG vehicle owners in Delhi-NCR will be denied fuel if their vehicles do not carry a valid hydro-test certificate, Indraprastha Gas Limited said on Wednesday as the city gas distributor began stricter safety checks at its stations.
IGL said its staff would verify the validity of hydro-test certificates before dispensing CNG during a special safety drive across its network. The company said fuel would not be supplied if a valid certificate was unavailable and asked customers to get their cylinders tested on time and keep the certificate in the vehicle.
“CNG will not be dispensed if a valid hydro-test certificate is not available in the vehicle. Customers are requested to get their CNG cylinders tested on time and always carry the valid certificate in the vehicle,” IGL said in a statement.
The enforcement follows directions from the Petroleum and Explosives Safety Organisation, or PESO, issued days earlier for stricter safety checks at CNG stations across Delhi-NCR. The directions came after a cylinder blast at a retail outlet in the capital last month killed three people and injured two others.
Under Rule 35(1) of the Gas Cylinder Rules, 2025, every CNG cylinder must undergo a hydrotest once every three years at a PESO-approved cylinder testing centre. The test is intended to establish whether a cylinder continues to meet the required safety standards for use.
PESO has directed city gas distribution companies to ensure that fuel is dispensed only to cylinders that meet approved standards and have a valid hydro-test certificate. The organisation has also asked companies to display safety signage prominently at CNG outlets.
The checks place the responsibility on vehicle owners to maintain current certification and carry proof while refuelling. Vehicles arriving at stations without a valid certificate may therefore be turned away until the cylinder has been tested at an approved centre and the required documentation is available.
IGL’s announcement applies to its CNG stations in the Delhi-NCR operating area. The company did not specify in the statement how long the special safety drive would continue or provide details of any separate process for vehicles whose certificates are expired or unavailable. The enforcement will proceed through certificate verification at fuel pumps in line with the PESO directions.
