Chhattisgarh Jal Jeevan Mission Faces High Court Funding Scrutiny

The Chhattisgarh High Court is continuing to monitor the Jal Jeevan Mission in the state, with the government directed to submit an updated implementation report and an affidavit from a competent officer. The direction concerns the delivery of drinking water infrastructure to rural households and follows submissions on funding released by the Centre and the state.

According to The Times of India, a division bench comprising Chief Justice Krushna Ram Mohapatra and Justice Santosh Sharma issued the direction while hearing a suo motu public interest litigation on the progress of the mission. The report states that the state must file the updated status report in the third week of December 2026.

The report attributes the state government’s position to Additional Advocate General Shashank Thakur, who told the court that the Centre had released matching funds and that execution of the mission was under way. Earlier affidavits filed by the Union Ministry of Jal Shakti and the Chhattisgarh Jal Jeevan Mission director reportedly set out the financial allocations made for the programme.

For the 2026–27 financial year, the Union government tentatively allocated Rs 4,030.24 crore to Chhattisgarh under Jal Jeevan Mission 2.0, according to the filings cited in the report. The Centre also released Rs 536.53 crore for 2025–26 and issued a token mother sanction of Rs 306.26 crore under the coverage component.

State filings cited by the newspaper show that Chhattisgarh released Rs 3,561.41 crore as its share over the preceding two financial years. This comprised Rs 3,000 crore in 2024–25 and Rs 561.41 crore in 2025–26. The Centre also reimbursed Rs 149.50 crore towards additional expenditure incurred by the state for expanding functional household tap connections.

The funding details indicate that the case is not limited to the announcement of new allocations. It also involves the flow of money through the implementation system, reimbursement of additional expenditure and settlement of bills for completed works. The state government is disbursing a combined allocation of Rs 612.52 crore to clear pending bills for completed drinking water projects, the report said.

This places financial closure alongside physical implementation as a key part of the court’s monitoring. For rural water schemes, the completion of a project and the release of funds do not by themselves establish whether households are receiving a reliable supply.
