Fresh observations of private long-distance buses waiting along Guindy, Alandur, Koyambedu and Velachery show that Chennai has still not resolved a fundamental transport-management problem: how to provide passengers convenient boarding access without turning arterial kerbs into informal bus terminals.
CHENNAI — Private omni buses stopping along some of Chennai’s busiest roads are again putting the city’s kerb-space problem under scrutiny, but the current dispute cannot be understood through the old question of whether these buses should simply be pushed out of the city.
The legal ground shifted in June.
On 5 June 2026, the Madras High Court quashed the State Transport Authority’s January 2024 order that had effectively restricted south-bound omni buses from entering Chennai and required them to operate from Kilambakkam. The court found that the particular blanket restriction could not be sustained under the statutory powers invoked by the authority.
That ruling means the current problem requires a more precise diagnosis.
The issue is no longer merely bus entry. It is kerb management.
Fresh reporting by The New Indian Express published on Monday documented omni buses waiting or stopping along GST Road near Guindy, near Alandur court, opposite a cinema in Koyambedu and on 100 Feet Road in Velachery. Commuters described congestion becoming particularly difficult during evening periods.
The bus operators themselves do not entirely deny the problem.
The All Omni Bus Owners Association told TNIE that a lack of suitable parking and bus-bay infrastructure contributes to roadside waiting. It also argued that buses may remain at pickup points because passengers who have already purchased expensive tickets sometimes arrive late.
That explanation identifies precisely why Chennai needs something more sophisticated than occasional enforcement.
A pickup point and a bus terminal are not the same thing
A functioning urban pickup point has a relatively simple operating logic:
Bus arrives → passenger boards → bus departs.
When that becomes:
Bus arrives → parks → waits for several passengers → additional buses queue behind it → taxis and autos arrive → traffic changes lanes around the obstruction,
the pickup point has begun functioning as an informal terminal without the physical infrastructure of one.
That distinction matters on corridors such as GST Road and around Guindy, where long-distance coaches compete for road space with city buses, taxis, private vehicles and other traffic.
Urban Acres has not found publicly available measurements showing exactly how much additional delay is attributable to omni buses at the locations identified in the August report. It would therefore be inaccurate to attribute Chennai’s wider congestion to one vehicle category.
But the physical mechanism is straightforward: a stationary coach occupying a live roadside edge reduces the usable carriageway or interferes with traffic movements at precisely the location where passengers, taxis and other vehicles converge.
The High Court ruling does not mean unlimited roadside waiting
The June ruling is particularly important because it can easily be misunderstood.
The High Court invalidated the blanket restriction preventing south-bound operators from entering Chennai. But it also said that the negotiated arrangement concluded between the parties on 12 January 2026 concerning pickup and drop-off procedures and the use of the Varadharajapuram omni-bus parking area could continue. The judgment also retained enforcement powers against operators violating permit conditions.
In other words:
legal access to Chennai is not the same as a right to use any section of roadway as indefinite parking space.
That should become the basis of the city’s next transport-management response.
Chennai has tried the terminal solution
Kilambakkam was intended partly to move long-distance bus activity away from heavily congested inner-city areas.
But passenger behaviour exposes the limitation of treating terminals as standalone infrastructure.
A long-distance bus journey is not simply:
Bus terminal → destination city.
For the passenger it is:
Home/workplace → first-mile transport → boarding point/terminal → intercity bus → destination terminal → last-mile transport.
Moving the boarding point tens of kilometres towards the metropolitan edge may improve highway operations while making the passenger’s first leg longer or more expensive.
That tension was explicitly part of the legal dispute around Kilambakkam. The High Court ultimately rejected the specific blanket mechanism used to prevent permit holders from entering Chennai.
The result is a genuine policy trade-off: central boarding convenience versus scarce urban road space.
Neither side can simply be ignored.
The missing infrastructure is not necessarily another giant terminal
The operators’ demand for more parking or bus bays should be tested rather than accepted automatically.
A citywide system could instead distinguish three different functions:
1. Storage and idle parking
Buses waiting between trips belong in off-street depots or designated parking areas, not on arterial roads.
2. Passenger staging
Vehicles preparing for departures may require controlled staging areas near major corridors.
3. Passenger pickup
This should occur at designated kerbs or bays with strict dwell-time limits and sufficient pedestrian access.
Those three functions are currently too easily conflated.
A bus bay designed for a two-minute passenger pickup will still fail if an operator uses it to wait fifteen minutes for late travellers.
Infrastructure therefore needs an operating rule.
The traffic police response needs measurable enforcement
TNIE quotes a senior traffic officer saying teams have been deployed to ensure buses do not remain longer than necessary.
But “longer than necessary” is not a measurable service standard.
Chennai would be better served by publishing, for every recognised omni-bus pickup zone:

Without such data, enforcement remains episodic and public debate defaults to anecdotes.
Booking platforms are part of the street system
There is another interface authorities should examine: the booking application.
An online boarding location becomes a physical urban demand generator.
If hundreds of passengers are told to report to a particular roadside point at similar times, taxis, autos, private cars and buses will converge there whether or not planners have formally designed the location as a transport node.
Booking technology therefore cannot be separated from street design.
Authorities should require operators to register boarding points and should test whether platforms display only pickup locations that comply with the current regulatory arrangement.
Passenger convenience cannot be solved at motorists’ expense
Operators have a valid concern: forcing passengers to undertake a long first-mile journey simply to board an intercity coach imposes additional time and expense.
But commuters on Chennai’s streets have an equally legitimate claim to functioning road space.
The public-interest solution is not to choose one group and ignore the other.
It is to build a regulated network in which:
off-street parking → controlled staging → designated pickup bay → strict dwell limit → immediate departure
replaces the current possibility of:
roadside arrival → unpredictable waiting → passenger gathering → congestion.
Chennai has spent several years debating where omni buses should begin their journeys. The June High Court ruling has narrowed that argument.
The next test is operational.
Can Chennai accommodate legitimate intercity passenger access without allowing individual roadside pickup points to behave like unplanned bus terminals?
That is now the metric by which the system should be judged.
