Anna Nagar’s ₹17-Crore Drain Is Still Incomplete. The Bigger Test Is Whether the Network Actually Drains

Months after construction began on Anna Nagar Second Avenue, unresolved drain connections, road-water entry points and electricity-utility conflicts raise a larger question: when will Chennai be able to demonstrate that the new infrastructure functions as one continuous stormwater system?

Chennai’s stormwater challenge on Anna Nagar Second Avenue is no longer simply about finishing a few remaining metres of concrete.

The Greater Chennai Corporation’s reported ₹17-crore project, intended to create about 4.2 km of stormwater drainage along the corridor, has now moved through nearly a year of work-order history, months of street excavation and multiple completion expectations. Yet sections of the network remained incomplete or disconnected in mid-August, according to reporting from the ground.

That makes the critical public-interest question more precise than whether “the drain is almost finished”.

Can water falling on Second Avenue enter the network, pass through every connection and reach its downstream drainage system without interruption?

At present, the publicly available evidence does not establish that it can.

A project that has already moved through several deadlines

The project was reportedly issued work orders in September 2025, but substantial construction began around January 2026.

By March, the disruption was already substantial enough to prompt complaints over open worksites, pedestrian access, business losses and traffic congestion. A GCC assistant engineer said at the time that construction was expected to continue until July.

By June 18, however, TOI reported that only slightly more than half of the 4.2-km network had been completed. Officials then indicated that the work would be finished that month.

That did not happen.

The latest inspection-based reporting says a key stretch near Anna Nagar Tower Metro remained dug up, while connections were incomplete at several locations including Thirumangalam, 12th Avenue and the 13th Main Road junction.

GCC Commissioner G S Sameeran has now said the corporation expects the work to be completed by September 15.

The sequence is therefore important:

Work order → January mobilisation → July expectation → June completion assurance → August unfinished works → September 15 target.

For a flood-mitigation project, every such shift reduces the buffer available for commissioning, defect correction and rainfall testing before the city’s more demanding rain period.

The missing link may be much smaller than the missing function

There is a potentially important disagreement in how progress is being described.

The commissioner told TOI that only about 50 metres of work on the south side, including a road crossing, remained pending. He also identified three EB-related gaps and another road-crossing gap on the Thirumangalam–Roundtana stretch.

If measured purely in kilometres of drain cast, that could indicate a project close to civil completion.

But stormwater networks cannot be assessed that way alone.

A road drain has to receive water from the road surface. That requires appropriately located inlets and catch pits. The drains then have to maintain hydraulic continuity across junctions, utility crossings and downstream links.

TOI reports that some locations lack silt catch pits and inlets and that some new stretches remain disconnected.

Those are not cosmetic finishing items.

An underground drain that the road surface cannot efficiently discharge into may have substantial structural completion but limited service value.

GCC’s own earlier technical documentation on missing-link stormwater drains in Chennai treats the network as an integrated system and specifically includes silt catch pits in its drainage design. The report describes the objective as connecting missing links to existing networks so that rainwater can reach disposal points and reduce waterlogging.

That is the correct benchmark for Anna Nagar as well.

Electricity infrastructure exposes the coordination problem

The most revealing part of the current problem may not be the drain itself.

It is the interface between the drain and Tangedco’s infrastructure.

The commissioner said three electricity-related gaps and a road-crossing gap remained and that Tangedco would coordinate the shifting of pillar boxes. He also acknowledged that an underground electricity line had been damaged during the work, with temporary rectification carried out and permanent repair still required of the contractor.

This is a classic city-delivery problem.

Road corridors are not empty engineering space. They contain electricity cables, telecom infrastructure, water and sewer pipes, footpaths, trees, bus facilities and access to adjoining properties.

A stormwater project that encounters those systems only after excavation has begun can quickly turn into a sequencing problem.

Urban Acres cannot establish from the available documents whether utility mapping was inadequate before construction, whether the conflicts were known but unavoidable, or whether field conditions differed from recorded utility plans.

That causation remains unresolved.

But the project demonstrates why urban drainage procurement cannot be assessed solely through concrete quantities. Utility clearance is part of drainage delivery.

The duplicated-drain question needs evidence, not assumption

The August report also raises another issue: near Anna Nagar Tower Metro, an older drain with inlet points reportedly already exists roughly 20 metres from a newly constructed parallel drain.

Residents have questioned why another drain was required.

That is a legitimate question, but the existence of parallel drains does not itself prove duplication or waste.

There may be hydraulic reasons for the arrangement: different catchments, insufficient capacity in the older drain, direction-of-flow constraints or a need to collect runoff from both sides of a broad carriageway.

Urban Acres has not located the project’s detailed hydraulic design or DPR demonstrating the rationale.

The responsible accountability question is therefore not “Why did GCC build an unnecessary second drain?”

It is:

What catchment and hydraulic calculations justified the new alignment, how does it connect with the existing drain, and what discharge point is each drain designed to serve?

GCC should publish that explanation.

Pedestrians have effectively paid part of the construction cost

The financial accounting of the project also understates the citizen burden.

The reported project value is ₹17 crore. But construction has imposed additional external costs through disrupted pavements, constrained access, traffic congestion and reduced business accessibility.

These effects were already documented in March.

The latest report says concrete drain covers have been placed at some locations where formerly walkable tiled pavements were damaged, while roadside debris and electrical hazards remain concerns.

A completed stormwater drain should not leave the public realm permanently degraded.

Road restoration, safe pedestrian continuity, utility reinstatement, debris clearance and accessibility should therefore be treated as completion conditions—not post-project beautification.

Flood resilience requires proof after construction

Even a fully connected drain is not automatically proof of flood resilience.

Chennai’s wider stormwater network operates in a difficult physical setting. GCC itself notes the city’s low elevation and flat terrain as reasons effective drainage connectivity is essential.

A final commissioning assessment for Second Avenue should therefore answer at least four questions:

Can road runoff enter the network?

Are all lateral and crossing connections physically open?

Is downstream capacity sufficient?

What happens during a defined rainfall intensity?

The best test would not be a ribbon-cutting event or a declaration that 4.2 km has been completed.

It would be a publicly documented rainfall-performance test.

September 15 should be treated as a verification date

The GCC commissioner has given September 15 as the latest completion target.

That date should now become an accountability checkpoint.

By then, GCC should disclose the exact package-wise completed length, remaining gaps, utility clearances, inlet and catch-pit status, contractor payments, revised completion history and restoration works.

Then, during the first substantial rainfall after completion, the corporation should publish whether water entered and cleared through the system as designed.

Because the outcome residents need is not 4.2 kilometres of stormwater drain.

It is a street that drains.
