At Chennai’s Millers Road Junction, Metro Construction Raises a Bigger Question: Where Do Pedestrians Go?

A junction reshaped for Chennai Metro Phase II construction is putting pedestrian movement under scrutiny. The issue is not whether Metro construction should proceed, but whether temporary traffic management protects people walking through the city while it does.

Chennai’s expanding Metro network promises to reduce dependence on road traffic over the long term. But at the junction of Millers Road and Purasawalkam High Road, the construction phase is exposing a more immediate mobility question: what happens to people travelling on foot while the new transport system is being built?

A report published by The Hindu on August 16 says Metro Rail construction has altered the junction and that the resulting traffic arrangement does not adequately serve pedestrians, including school students. It also reports that CMRL marshals are regulating traffic at the location.

Urban Acres could not directly retrieve the complete Hindu article because access to the page was restricted. The site’s more detailed observations should therefore be treated as source reporting rather than independently verified site measurements.

What can be established is that this is no ordinary roadwork.

The junction sits inside Chennai Metro Phase II construction

CMRL lists Purasawalkam High Road as a station on Corridor 3 of Chennai Metro Phase II. Corridor 3 connects Madhavaram and SIPCOT and extends for 45.8 km, including 26.7 km underground.

It forms part of the much larger 118.9-km Phase II network, whose project completion cost is officially stated at ₹63,246 crore including interest during construction. That number describes the overall Phase II programme and should not be attributed to the junction or individual station.

The relevant project stage is also important:

this is an active construction environment.

The Purasawalkam infrastructure is not an operational Metro station whose accessibility can yet be judged by passenger entrances, lifts or interchange performance. The immediate public-interest test is therefore the temporary street environment created while construction proceeds.

Keeping cars moving is only half of traffic management

Urban construction frequently measures disruption through vehicle throughput: lanes blocked, diversions introduced, congestion produced and junction capacity restored.

Pedestrians can disappear from that accounting.

But walking is itself part of the transport network.

A functioning temporary traffic arrangement should therefore be tested as a chain:

Footpath → approach → safe crossing → protected construction interface → opposite footpath → destination

If one link disappears, pedestrian continuity has failed even if traffic marshals successfully keep vehicles moving.

The current public evidence does not establish whether the Millers Road arrangement provides that complete chain.

That is precisely what CMRL and the responsible traffic and civic authorities should disclose.

Schoolchildren make the design question harder to dismiss

The triggering report specifically identifies schoolchildren among those using the junction.

That changes the appropriate performance test.

A temporary crossing cannot reasonably be described as adequate merely because an able-bodied adult can negotiate it during light traffic.

The relevant questions include whether:

  • children have a predictable place to cross;
  • motorists can clearly see pedestrians;
  • pedestrians can clearly understand vehicle movements;
  • construction barricades obstruct sightlines;
  • there is sufficient refuge where the crossing cannot be made in one movement;
  • footpaths connect continuously to the crossing;
  • and people do not have to enter live traffic lanes to bypass the work zone.

The same design must also be usable by elderly people and persons with disabilities.

No site-specific audit reviewed by Urban Acres establishes those conditions at present.

Construction changes more than the construction footprint

Millers Road also illustrates why major infrastructure sites should be governed as street systems, not isolated engineering compounds.

The locality has already faced drainage interventions connected with construction disruption. In 2025, GCC approved storm-water-drain works around the Purasawalkam–Millers Road area after officials identified persistent waterlogging while Metro works were underway. One intervention involved reconstruction of drainage along Ormes Road from Millers Road junction.

That earlier episode and the present pedestrian complaints concern different service failures and should not be conflated.

But together they demonstrate the same planning reality:

underground Metro construction interacts with road geometry, drainage, pedestrians, businesses, utilities and traffic above ground.

Managing those interfaces is part of delivering the project.

Which agency is responsible?

CMRL is the implementing agency for Chennai Metro and controls its construction works. Its own material describes Phase II as an ongoing project and promotes construction methods designed to minimise disruption to road traffic.

But the street around a Metro construction site remains a multi-agency environment.

Traffic regulation, municipal road assets, footpaths and construction access can involve different authorities.

That means Urban Acres should resist simplifying the situation to either:

“CMRL caused the problem”

or

“Traffic Police should fix it.”

The stronger accountability test is interface ownership.

Who approved the current temporary traffic arrangement?

Who approved the pedestrian route?

Who inspects it?

Who has authority to change it immediately?

And what minimum safety criteria must remain in place while construction geometry evolves?

Until those questions are answered, responsibility remains institutionally incomplete.

The appropriate fix may be small — but it has to be measured

Not every construction-side pedestrian problem requires major civil expenditure.

Depending on actual site geometry, responses could involve revised barricading, clearer crossings, protected pedestrian corridors, relocation of stopping lines, pedestrian signals, marshals assigned explicitly to crossings or changes to vehicle movements.

Urban Acres is not prescribing any of these as the solution at Millers Road without a site engineering assessment.

The point is that the appropriate intervention should follow from a pedestrian-safety audit, not improvisation.

A before-and-after assessment should record at minimum:

  • available walking width;
  • crossing distance;
  • vehicle turning movements;
  • pedestrian volumes by time of day;
  • school-hour pedestrian volumes;
  • accessibility barriers;
  • conflict points;
  • crossing control;
  • construction vehicle movements;
  • and crashes or near-miss incidents.

Only then can authorities demonstrate that the revised arrangement works.

A Metro project cannot postpone walking until 2028

CMRL currently says Phase II is proposed for completion by the end of 2028.

Whatever the eventual timetable, residents cannot reasonably be expected to suspend safe street access until construction is over.

That is the central accountability lesson at Millers Road.

The future Metro will be judged partly on how many people it moves once trains start running.

Its construction management should be judged by a more immediate metric:

Can people safely move through the city while it is being built?

If the answer at a construction-affected junction is uncertain, temporary traffic management is not yet a completed task.
