Chennai Slushy Roads Expose Thoraipakkam Civic Gaps
Residents of Secretariat Colony in Thoraipakkam are facing prolonged disruption as underground drainage work continues to leave local roads muddy and uneven. The problem is especially severe on 3rd Main Road, where rain turns unfinished surfaces into slippery stretches. The delay highlights a wider coordination problem in Chennai’s infrastructure projects, where utility upgrades can leave neighbourhood roads unusable for extended periods.
The underground drainage project, being implemented by the Chennai Metro Water Supply and Sewerage Board, has continued for more than a year in parts of the colony. Residents say recurring rain has amplified the impact, making daily movement difficult for motorists, pedestrians and children. A damaged manhole cover has added another safety concern on 3rd Main Road. Uneven surfaces and exposed road sections can increase the risk of falls and vehicle damage, particularly during wet weather when visibility and tyre grip deteriorate.The Greater Chennai Corporation has linked permanent road restoration to completion of the drainage work. A civic official said relaying could begin after the water and sewerage agency finishes the pipeline installation and provides the required clearance.
That sequencing is technically understandable, but it also exposes a weakness in the way Chennai manages streets after utility construction. When drainage, water or electricity projects occupy roads, residents can end up bearing the disruption between excavation and final restoration.The Corporation has asked the Metro Water Board to remove accumulated mud from unfinished stretches. Such temporary measures may improve immediate access, but they do not address the underlying problem of prolonged reinstatement. The Metro Water Board said the remaining drainage work in Secretariat Colony is nearing completion. Deep-line installation is underway, and officials indicated that work is being accelerated ahead of the monsoon. The agency has also indicated that the slush affecting 3rd Main Road will be removed.
The complaints also raise questions about how effectively civic grievance systems close the loop. Residents have alleged that some complaints were marked resolved despite conditions remaining unchanged. For neighbourhoods already dealing with construction disruption, transparent updates and verifiable closure can be as important as the eventual engineering solution. The immediate priority is to complete the drainage work, make hazardous sections safe and restore the carriageway without further delay. Chennai’s expanding underground infrastructure will increasingly depend on this coordination. Utility improvements can strengthen climate resilience, but their benefits are undermined when surface access, pedestrian safety and timely road restoration are treated as secondary concerns.
