Chennai Road Relaying Faces A Costly Monsoon Delay
Chennai’s road restoration programme is facing another delay as civic agencies wait for an updated government schedule of rates amid sharply higher bitumen costs. The uncertainty is slowing tender decisions for damaged roads across the metropolitan area, raising concerns that several stretches may remain vulnerable as the Northeast monsoon approaches.
Tamil Nadu’s current Public Works Department schedule of rates took effect on July 22, 2025. The latest publicly available PWD schedule still lists the 2025–26 rates, according to the department’s published documents.The gap between benchmark rates and current material costs has become significant. For viscosity grade 30 bitumen, the 2025–26 schedule lists ₹47,852 a tonne, excluding GST, while the reported market rate on August 1, 2026 was ₹68,562. Grade 40 has moved from the scheduled ₹50,342 to ₹74,792. That represents increases of roughly 43% and 49%, respectively.For contractors, this creates a difficult tendering environment. Bids based on older input costs can become commercially unattractive, while delaying tenders pushes essential road work closer to the monsoon window. For residents, the result can be prolonged exposure to potholes, broken surfaces and unfinished stretches.
The problem is not limited to roads awaiting routine resurfacing. City officials have indicated that many damaged stretches were affected by utility works, including water and sewer projects. Restoration funding exists for such road cuts, but the work depends on the relevant agencies completing their projects and handing the roads back for reconstruction. The Greater Chennai Corporation is also preparing smaller-scale interventions. Each zone is expected to receive about ₹1 crore to ₹1.35 crore for patching and pothole repairs during the monsoon period. Additional funding of around ₹200–250 crore is also expected for larger road relaying programmes.
Yet patching cannot substitute for timely reconstruction where the underlying road has failed. Repeated surface repairs can also become an inefficient use of public money when drainage, utility trenches and road foundations are not addressed together. For a city increasingly exposed to intense rainfall, road quality is also a resilience issue. Poorly restored surfaces can deteriorate quickly when water enters cracks or damaged edges, while uneven roads create additional risks for pedestrians, cyclists, two-wheeler users and people with limited mobility. The immediate priority is therefore not simply faster tendering. Chennai needs predictable construction rates, coordinated utility works and road designs that account for drainage and long-term maintenance.
