The Delhi Metro Rail Corporation (DMRC) has secured the contract to operate and maintain Chennai Metro Rail’s ambitious Phase II network.
This contract, valued at ₹5,870 crore, spans a period of 12 years, with the possibility of a three-year extension based on performance metrics. The decision marks a significant shift from Chennai Metro’s previous approach, which involved outsourcing only station management for its Phase I network. The Phase II network is a critical expansion, covering a total length of 118.9 kilometres with 128 stations across three key corridors. These include the Madhavaram to SIPCOT corridor, Light House to Poonamallee, and Madhavaram to Sholinganallur. This expansion is expected to significantly enhance connectivity within Chennai, addressing the growing transportation needs of the city’s rapidly urbanising landscape. The contract encompasses comprehensive responsibilities for DMRC, including the operation of the Operational Control Centre (OCC) where train movements will be monitored, maintenance of rolling stock, infrastructure upkeep, and the management of facilities across three major depots located in Madhavaram, Poonamallee, and Semmencheri. These depots will serve as hubs for the repair, servicing, and storage of metro trains, ensuring operational efficiency and reliability.
One of the distinctive features of this contract is the emphasis on local employment. The DMRC is set to recruit a substantial workforce from Tamil Nadu, prioritising candidates with working knowledge of the Tamil language. This approach aims to foster local employment while maintaining operational standards. Recruitment will focus on colleges, industrial training institutes (ITIs), and polytechnics across the state, ensuring a steady pipeline of skilled personnel. The decision to fully outsource the operation and maintenance of Phase II reflects a strategic move by Chennai Metro Rail Limited (CMRL) to leverage DMRC’s extensive expertise in metro operations. DMRC’s track record in managing one of India’s most extensive metro networks provides a strong foundation for ensuring high service quality and operational excellence. This development also aligns with the broader goals of creating sustainable, eco-friendly, and efficient urban transport systems. DMRC’s operations are expected to incorporate green technologies, energy-efficient practices, and advanced management systems to reduce carbon emissions and support Chennai’s vision for sustainable urban growth.
The expansion of Chennai Metro is part of the city’s larger strategy to improve public transport infrastructure, reduce traffic congestion, and promote eco-friendly commuting options. The new corridors are anticipated to ease pressure on existing road networks, decrease travel times, and enhance last-mile connectivity for millions of Chennai residents. Moreover, the integration of Chennai Metro with other modes of transport, including suburban rail networks and bus services, will create a more cohesive urban mobility ecosystem. This connectivity is expected to facilitate seamless travel, reduce dependency on private vehicles, and contribute to the city’s goal of becoming a low-carbon metropolis.
As the project progresses, officials from CMRL and DMRC are expected to collaborate closely to finalise operational protocols, ensure compliance with safety standards, and implement innovative technologies for efficient metro management. This partnership not only strengthens inter-city collaboration but also sets a precedent for future metro projects across India.
