Chennai Bus Stops Expose Gaps In Accessible Design

A disability-led accessibility audit at Chennai’s model bus stop near Vivekananda House has exposed design and operational gaps that can still prevent independent bus travel. The review, conducted on Kamarajar Salai, found that kerb heights, ramp gaps, surface materials and bus positioning can determine whether low-floor public transport is genuinely accessible. The findings raise wider questions about whether Chennai’s transport infrastructure is being designed around real user needs.

The two-hour assessment involved around 20 participants, including wheelchair users and people with ambulatory disabilities. Officials from the Greater Chennai Corporation, Chennai Unified Metropolitan Transport Authority and Metropolitan Transport Corporation observed the exercise and received feedback on boarding and alighting conditions. The audit found that the model stop can support independent boarding when a low-floor bus stops close to the kerb and activates its kneeling mechanism. However, even a narrow gap between the deployable ramp and kerb can create a serious hazard for wheelchair users, particularly those operating standard manual wheelchairs without assistance.

This highlights a critical distinction in accessible bus stops: infrastructure alone cannot deliver accessibility unless vehicle operations and street design work together. Bus drivers need sufficient kerb alignment, while stops require consistent dimensions that allow ramps to connect safely with boarding areas. Variations across Chennai further complicate the issue. Activists reported that some stops have kerbs of about 150 mm, while others, including locations near MGR Janaki College and Saidapet Court, have significantly different levels. Such inconsistencies can increase dependence on assistance and undermine the benefits of low-floor buses.Surface design also emerged as a concern. Participants flagged slippery tiles and tactile paving that could affect balance for people with mobility impairments. Anti-skid materials could reduce these risks, particularly during rainfall when wet surfaces can become more difficult to navigate. The discussion has implications beyond disability access. Accessible bus stops can improve public transport usability for older people, passengers with temporary injuries, caregivers and those carrying children or goods. Better pedestrian-to-bus connections can also strengthen the viability of public transport, helping cities reduce dependence on private vehicles and associated emissions.

For Chennai, standardisation could therefore become an important infrastructure priority. Disability groups have sought clearer design specifications, including more suitable kerb heights and safer ramp interfaces. GCC officials are expected to examine the recommendations once a detailed report is submitted. The next test will be whether lessons from one model stop translate into consistent standards across the wider network. For an expanding metropolitan region, accessibility needs to become a measurable performance requirement rather than an isolated feature of select projects.
