Chengicherla Land Crisis: Endowment Body Loses Track of 10 Acres

Nearly 10 acres of a 30-acre endowment land parcel in Chengicherla, in Medchal-Malkajgiri district, has reportedly been encroached upon amid conflicting land records, incomplete demarcation and a court stay blocking a comprehensive survey, according to a report by the Times of India.

The land, owned by the endowment department’s TLP Charities, is estimated to be worth about Rs 100 crore. It falls within survey numbers 33/8, 33/9 and 33/10 in Chengicherla village, Medipally mandal. Structures have emerged across the disputed land over the last two years, the report said.

Endowment commissioner M Hanumantha Rao told TOI that the endowment and revenue departments had been unable to complete the final survey needed to demarcate the property because of a court stay on the comprehensive survey. The reported dispute has also been complicated by mismatches between revenue records, village map extents and different copies of village maps.

A preliminary survey was conducted by the assistant director of land survey and records in September 2024. On September 13, officials from the endowment and municipal administration departments, along with the Medipally revenue inspector, took part in the exercise and prepared a sketch of the land.

The survey report found that the authentic village map did not contain sub-divisions in survey number 33. Another copy of the village map showed sub-divisions from 33/1 to 33/12, but the report found that this copy had no authentication. The officials also recorded differences between the land area shown in the 1974-75 pahanis, or revenue records, and the scanned village map.

In survey number 33/8, the pahani records showed 15 acres, while the scanned village maps showed 22 acres. For survey number 33/9, the respective figures were 16 acres and 18 acres. In survey number 33/10, the pahani recorded 13 acres, compared with 15.15 acres in the village maps. Houses have reportedly come up across all three survey numbers.

Several complaints were sent to the Medchal-Malkajgiri district collector and the endowment commissioner alleging that neighbouring landowners had encroached on the property by using different survey numbers. The complaints also alleged that permissions were obtained for a layout from the Hyderabad Metropolitan Development Authority and for a villa project from the erstwhile Boduppal Municipal Corporation.

Medchal collector Manu Chowdhary wrote to the land survey department in July 2025 seeking a comprehensive survey to protect the endowment land. However, the survey could not proceed because of court proceedings. The report also said the endowment department had not taken steps to have the stay vacated and complete the survey. The next formal step remains the resolution of the court-related obstruction and a final demarcation of the property by the concerned departments.
